In the last days of June, the atmosphere of preparing for the official operation of new commune-level administrative units in Tuyen Hoa district, Quang Binh province is being accelerated and urgently.

After the merger, many new communes were established on a large scale, requiring careful preparation in all aspects, from arranging the staff, civil servants, arranging workplaces, to stabilizing the psychology and life of cadres after transfer.

According to Mr. Bui Thanh Chuyen - Standing Deputy Secretary of Tuyen Hoa District Party Committee, the district has proactively developed personnel projects for communes, focusing on mobilizing a number of key officials from the district to the new commune to ensure leadership and management capacity.

The Standing Comrades, Standing Comrades of the District Party Committee, and District Party Committee members will directly take on the positions of Party Committee Secretary, Chairman of the People's Committee, or heads of departments and offices of the new commune. At the same time, the district also arranged the team of civil servants from redundant communes to under-residing communes, creating conditions for cadres to quickly get into the rhythm of work.

In Tuyen Lam commune, established from the merger of Thanh Hoa and Lam Hoa communes, the headquarters of Thanh Hoa commune will be the administrative center, while the old headquarters of Lam Hoa commune will be arranged as the workplace of the police force.

The officers and civil servants of the two communes have focused on rearranging their records, cleaning their offices, transporting equipment, and being ready to take on new tasks. Mr. Nguyen Huu Tam - Secretary of the Thanh Hoa Commune Party Committee said that the locality has arranged a boarding house for school residents to accommodate cadres from the district who have been transferred back.

More than 20 offices and a One-Stop Transaction Center are fully equipped, ensuring service to people and organizations from the first day.

Stable workplace

For Tuyen Hoa commune, where the 4 communes of Tien Hoa, Chau Hoa, Cao Quang, Van Hoa are merged, the preparation work is also entering the completion stage.

The headquarters of Tien Hoa commune will be the working place of the government, while the Party, Front and mass organizations will be arranged at the headquarters of Chau Hoa commune.

Chairman of Tien Hoa Commune People's Committee Hoang Trong Tai informed that the commune has organized a meeting, assigned specific tasks to each cadre and civil servant, arranged documents in accordance with regulations and arranged meals and accommodation for cadres coming to work. No matter the large amount of work, everyone tries to complete it so as not to interrupt the service of the people.

In the new communes, Tuyen Hoa district has a policy of creating conditions for cadres and civil servants to bring part of the records and equipment from the old unit. At the same time, local authorities focus on resolving policies for retired and unemployed officials.

For the missing positions, the district will propose to mobilize more district-level civil servants to increase human resources.

In particular, the headquarters of Dong Le commune, the new administrative unit with the largest scale after the merger, will be arranged to work flexibly: The People's Committee and People's Council of the commune will be located at the headquarters of the District People's Committee, Party agencies, the Fatherland Front, and temporary unions working at the District Party Committee headquarters. Some old headquarters will be handed over to provincial-level agencies for temporary use.

Despite many difficulties, the team of cadres and civil servants of Tuyen Hoa district is making efforts to put the new administrative units into stable and smooth operation, serving the people better and better.
