The People's Council of Ninh Binh province has just passed a Resolution approving the investment policy for the project to build a new Ninh Binh Provincial Concentrated Administrative Center after merging with Ha Nam and Nam Dinh provinces.
Accordingly, the project will be built on an area of 10.36 hectares (in Ninh Khanh ward, Hoa Lu city) - where the new administrative headquarters of Ninh Binh province will be located after the merger. This will be the workplace of provincial administrative agencies after the three provinces of Ha Nam, Nam Dinh and Ninh Binh are merged and named Ninh Binh province.
The project has a scale of 8 floors above ground, one ground floor and one basement, with a total construction floor area of 120,500m2, with a multi-purpose hall with a capacity of 500 seats. The total investment capital is 3,000 billion VND from the provincial budget.
The project will start construction in 2025 and is expected to be completed in 2027, long-term service for the operation of the provincial administrative apparatus after the three localities merge. This is considered a strategic step to concretize the two-level government model, streamline units, improve operational efficiency and save operating costs.
In addition to administrative functions, the center is also an architectural highlight in the planning of the new central urban development of the province, contributing to modernizing the urban appearance, promoting investment attraction and developing the local socio-economy and tourism. The project is included in the overall roadmap to turn Ninh Binh into a "heritage city", a centrally-governed city according to the plan until 2050.
