On August 9, the Hanoi People's Committee issued Official Letter No. 4519/UBND-NNMT on handling the incident of subsidence and cracking of the right dike of Cau, Da Phuc commune and the right dike of Hong, Phuc Loc commune.
Accordingly, the City People's Committee requested the People's Committee of Da Phuc Commune (Investor of the project to renovate and upgrade the right dike of the bridge from K17+000 to K28+828) to review the design documents, check and recalculate the stability of the dike body, dike foundation, and embankment, especially the section from K22+500 to K26+000 of the right dike of the bridge (the key weak point at the City level).
Check and review construction measures, focus on human resources and equipment, speed up progress, especially prioritize construction at key locations where incidents occur and are at risk of landslides.
Review, update and supplement natural disaster prevention plans (PCTT), submit to competent authorities for approval; fully prepare forces, materials, and means according to the "4 on-site" motto.
The People's Committee of Phuc Loc commune organized the placement of signs and handling according to the "4 on-site" motto, prohibiting heavy trucks and motor vehicles from passing through the incident area.
Closely monitor developments and promptly report to the Office of the City Steering Committee for Flood and Search and Rescue, Department of Agriculture and Environment.
Adjust the protection plan for key vulnerable sections K32+000 to K35+000 of the Red Sea dike, specifically assign organizations and individuals to implement.
The city assigned the Department of Agriculture and Environment to direct the handling of the sunken and collapsed dike from K25+630 to K25+680 of the right dike of Cau (Da Phuc commune) to ensure the safety of the dike and traffic. Review and propose an investment portfolio in 2026, prioritizing the handling of incidents from K33+200 to K34+090 on the right dike of Hong, Phuc Loc commune. Direct the Department of Irrigation and Disaster Prevention and Control, the Dyke Management Departments to coordinate with local authorities to inspect, monitor, and report the incident.
