On July 22, information from Da Phuc commune (Hanoi) said that due to the impact of natural disasters, the right dike of Cau at K25+630 to K25+680 section through Bac Vong village had a serious incident.
To ensure the safety of the right dike of Cau during storm No. 3, the People's Committee of Da Phuc commune has issued a notice to limit people and means of transportation through the section K25+630 - K25+680.
The Commune People's Committee requested the Commune Police to coordinate with the Da Phuc Commune Military Command to set up checkpoints and arrange forces to be on duty to guide and direct traffic alternation. Units continue to closely monitor the developments of storm No. 3 and the flood situation, and shortcomings in traffic organization (if any) to report to the Commune People's Committee for timely direction.
The People's Committee of Da Phuc commune also directed departments, branches and units to uphold a sense of responsibility and not be subjective in responding to storm No. 3. Prepare all materials, means, and human resources to handle from the first hour when an incident occurs on the right dike of Cau in particular and in the commune in general.
Previously, on the evening of July 21, the leaders of Da Phuc commune inspected the work of being on duty and preventing storm No. 3 at a number of key dyke locations and residential areas along the Cau and Ca Lo rivers.
The residential area of Luong Phuc village was the first location where Party Committee Secretary, Chairman of the People's Council of the commune Nguyen Hong Minh, Chairman of the People's Committee of Do Thu Nga commune, Vice Chairman of the People's Committee of Hoang Thi Ha commune and local officials came to inspect the situation.
Reporting to the working group, Head of Luong Phuc village Nguyen Dinh Chinh said that the village has 3 hamlets located along the Cau River. In recent years, residential areas have often been flooded during heavy rains, causing the water level of the Cau River to rise above alert levels.
At the inspection, Secretary Nguyen Hong Minh directed village and commune officials to continue to coordinate propaganda so that people can grasp the developments of storm No. 3. Timely evacuate people and move belongings to shelters in case the river water rises.
The Secretary and Chairman of Da Phuc commune also inspected the landslide site on the right dike of Cau. This is one of the key weak dykes of Hanoi City, which is of special interest to local authorities.
The landslide location on the weak dyke has now been fixed by Da Phuc commune in the first hour. Currently, local authorities are continuing to direct officials to closely monitor the landslide developments, promptly report to the Department of Agriculture and Environment, the Steering Committee for Natural Disaster Prevention and Control and the Search and Rescue of Hanoi City for urgent handling plans.
Also at the inspection, the Secretary and Chairman of Da Phuc commune visited and encouraged officers and employees working at Cam Ha pumping station (under the management of Hanoi Irrigation Development Investment Company Limited). In recent days, the station's officers and employees have been on duty 24/7.
The Secretary and Chairman of Da Phuc commune also visited the sewer project across the dike in Ngo Dao village. Based on the report of the professional department staff, Secretary Nguyen Hong Minh directed the review of the entire system to have a report, propose to the ministries, branches, and the Hanoi People's Committee to invest synchronously to improve the ability to drain water in residential areas and in the countryside during prolonged heavy rain.
