Hanoi - The Ministry of Agriculture and Environment assessed that the right dike of Cau and the right dike of Hong have seen subsidence and cracks that are increasingly widening, at a serious level.

The Ministry of Agriculture and Environment has just sent an official dispatch to the Hanoi People's Committee on handling serious subsidence and cracking incidents on the right dike of Cau in Da Phuc commune and the right dike of Hong in Phuc Loc commune.

According to the document, on the right dike of Cau from K25+630 to K25+680 (Da Phuc commune) and the right dike of Hong from K33+200 to K33+800 (Phuc Loc commune), subsidence, cracking of the dike surface and tending to widen occurred.

The Ministry of Agriculture and Environment assessed these as serious incidents, occurring during the complicated flood season, directly affecting the safety and flood resistance of dykes.

In particular, the above areas have experienced similar incidents many times in the past, identified as key dyke points, but have not been completely handled so far.

In this situation, the Ministry of Agriculture and Environment requests the Hanoi People's Committee to urgently direct local authorities and relevant agencies to implement a number of contents:

First, mobilize human resources, materials, vehicles and equipment to urgently handle detected incidents, ensuring safety for the dike.

Regarding the incident of subsidence and cracking at the right dike of the Bridge, it is necessary to study and implement the plan to build an apricot to expand the dike to the field - a plan proposed by the General Department of Natural Disaster Prevention and Control (now the Department of Dyke Management and Natural Disaster Prevention and Control) since 2019 in Document No. 67/PCTT QLDD dated January 25, 2019 but has not been implemented.

Second, closely monitor the developments of the incident and the flood situation, be ready to promptly handle any situations that arise from the first hours, not let the incident get worse.

Third, review and approve the adjustment of the plan to protect vulnerable points on the right dike of the Bridge from K22+800 to K26+000 and the right dike of the Red Sea from K32+000 to K35+000 in accordance with the actual status.

At the same time, deploy a protection plan with full preparation of human resources, materials, means, and equipment; specifically assign responsibilities to each relevant organization and individual to ensure effective implementation on schedule.

Previously, as Lao Dong reported, on July 22, information from Da Phuc commune (Hanoi) said that due to the impact of natural disasters, a serious incident occurred on the right dike of Cau at location K25+630 to K25+680, passing through Bac Vong village.

To ensure the safety of the right dike of Cau during storm No. 3, the People's Committee of Da Phuc commune has issued a notice to limit people and means of transportation through the section K25+630 - K25+680.

The Commune People's Committee requested the Commune Police to coordinate with the Da Phuc Commune Military Command to set up checkpoints and arrange forces to be on duty to guide and direct traffic alternation. Units continue to closely monitor the developments of storm No. 3 and the flood situation, and shortcomings in traffic organization (if any) to report to the Commune People's Committee for timely direction.

The People's Committee of Da Phuc commune also directed departments, branches and units to uphold a sense of responsibility and not be subjective in responding to storm No. 3. Prepare all materials, means, and human resources to handle from the first hour when an incident occurs on the right dike of Cau in particular and in the commune in general.
