Within the framework of the meeting, civil servants assigned to work have reported, made proposals and recommendations during their work in the locality to carry out 4 main tasks. That is, grasping the actual situation, assessing the ability to perform tasks according to the decentralization of provincial and commune-level cadres in the field of state management of the Industry and Trade sector. Participating in giving comments and proposals to the establishment from the leaders of the Department of Industry and Trade and provincial leaders on the arrangement and assignment of personnel for professional state management work in the field of Industry and Trade to be suitable. At the same time, directly guide and help provincial and commune-level cadres in the field of Industry and Trade in terms of professional aspects.
Another task is to detect shortcomings in legal documents related to the field of operation of local government at two levels. Finally, promptly reflect and propose to the leaders of the Ministry tasks and solutions to overcome the above weaknesses.
Currently present in Lang Son, Mr. Quach Quang Dong - Deputy Director of the Department of Innovation, Green Transformation and Public Upgrade reported that this is a locality that has not implemented a merger, so the organizational structure and personnel are basically stable. However, the two-level government model still has some problems that need to continue to be guided and resolved.
The Department has worked directly with three specialized departments, the Department Office, the "one-stop" department and the Market Management Department. As a result, the Department recorded more than 20 recommendations, many of which were resolved or responded to immediately.

Mr. Bui Quoc Hung - Deputy Director of the Electricity Department assigned to support the Nghe An Department of Industry and Trade said that the Nghe An Department of Industry and Trade has proposed that the Provincial People's Committee clearly stipulate the content of decentralization and delegation of authority and is in the process of consideration.
Mr. Bui Quoc Hung emphasized the need to build a "bank" that synthesizes opinions, explains and guides problem handling, classifying them according to each field such as electricity and market management. This document source will support officials of the Ministry of Industry and Trade, the Department of Industry and Trade and local units during the working process, helping to answer and resolve problems right at the grassroots level.
In Tay Ninh, Mr. Nguyen Thanh Nam - Deputy Director of the Domestic Market Management and Development Department, said that the unit has implemented a two-way information exchange mechanism with communes, helping to promptly grasp and resolve arising issues.
According to Mr. Nguyen Thanh Nam, the commune level is expected to undertake a large workload, covering many fields, while still stabilizing the organization after being reorganized according to the two-level government model. This reality requires grassroots cadres to both grasp the regulations and be flexible in handling situations. However, many places are still confused and often ask for opinions from superiors.
From practical experience, Mr. Nguyen Thanh Nam proposed to build a "handbook" to clearly define the responsibilities between the Ministry, the Department of Industry and Trade and the commune-level government, along with specific instructions on what should be done and what should not be done. This handbook will be a training document for grassroots staff, with easy-to- track illustrative diagrams, helping to shorten processing time, unify working methods and improve management efficiency in the locality.
Concluding the meeting, Deputy Minister of Industry and Trade Nguyen Sinh Nhat Tan acknowledged the smooth coordination between the assigned staff and the Ministry's functional units, although the working conditions are away from home, the information is still guaranteed like working at the headquarters.

The Deputy Minister requested the Department of Organization and Personnel to coordinate with comrades sent to work in localities to review and complete the report to the Ministry of Home Affairs on the proposal to have a plan to supplement the payroll appropriately for localities to ensure human resources to perform the tasks assigned and delegated from the Central to the localities.
Regarding the implementation period, the Deputy Minister suggested maintaining at least 3 months, most of which must be present in the area. The goal is to closely monitor and support localities in state management and decentralization of the Industry and Trade sector.
