In the first month of operation, Phu Lien Ward Public Administration Service Center welcomed more than 3,100 citizens for transactions; received and processed nearly 3,000 administrative procedure records. Of which, the number of documents received online is nearly 700; the number of documents certified for direct reception is more than 2,300 documents.
The Public Administration Service Center has returned the results of more than 2,600 records, with no records that were overdue for settlement. All documents on the system have been digitized with components, digitized results, and electronically stored. Through the assessment of the satisfaction of organizations and individuals with transactions via the software system, 463/467 reviews were very satisfied and 3 reviews were satisfied.

In Kien An ward, after 1 month of operation, the Ward Public Administration Service Center has received 3,511 administrative procedure records, including: directly receiving 2,998 records in the field of certification of copies from the original and online receiving 513 records in the fields of meritorious people, Social protection, Secondary education, establishment and operation of enterprises (business households), civil status, land, construction. The Center has returned the results of 3,340 dossiers. All documents have been digitized and stored electronically.
Similarly, in Dong Hai ward, after more than a month of operation, the ward's Public Administration Service Center has received 3,334 records, with a rate of settlement within the term of 95.35%, no records are overdue. An Lao commune received 578 administrative records in the first month of implementation, resolving 470 records, the rate of early and on-duty settlement reached 100%...
Overcoming difficulties, arranging the right staff for the right people and jobs
In addition to the achieved results, in the first phase of operation, Phu Lien Ward Public Administration Service Center encountered certain difficulties. The national data system of Vietnam National Citizen, VNeID is sometimes slow, not synchronizing data. Some administrative procedures in the field of Social Protection often arise suddenly at certain times, citizens focus on submitting documents, leading to overload for the Department of Receiving and Resolving Administrative Procedures.
The actual needs of citizens are outside the list of administrative procedures such as application for confirmation of circumstances, leave, confirmation of graves, financial confirmation for children to study abroad, confirmation of application for a copy of the divorce decision, causing pressure on officials and easily leading to misunderstandings about service attitude, even though officials fully comply with legal regulations. Currently, the number of 5 official civil servants assigned to work at the Public Administration Service Center has not met the large daily workload...

Also according to the assessment of the Hai Phong City People's Council, the operation of the two-level government in some localities has not arranged the number of commune-level cadres and civil servants evenly, in some places the job position and working expertise are not suitable; there is a shortage of facilities. 68/114 public administrative service centers have not yet ensured the area, many units have not yet arranged enough 2 online meeting rooms...
Recently, giving a speech at the Congress of Delegates of Tran Hung Dao Ward, Secretary of the City Party Committee Le Tien Chau suggested that the locality urgently overcome the shortcomings and limitations arising in the process of operating the 2-level local government model; review, arrange and assign the team of cadres and civil servants under its authority scientifically, objectively, to the right people, to the right jobs, and to the right expertise.
