On July 30, the Ministry of Industry and Trade held a working conference between the Standing Committee of the Party Committee, leaders of the Ministry with Directors of the Department of Industry and Trade, Heads of the Market Management Department of provinces and centrally run cities on continuing to implement tasks on the arrangement of the two-level local government apparatus and decentralization and delegation of authority in the fields of industry and trade.
At the Conference, Mr. Tran Quang Huy - Director of the Department of Organization and Personnel (Ministry of Industry and Trade) reported on the arrangement of the apparatus, guidance on functions and tasks of decentralization, delegation of authority, and determination of authority. Director of the Domestic Market Management and Development Department Tran Huu Linh reported on the work of reorganizing the apparatus of the Market Management Department of provinces and cities. The conference had 22 opinions expressed by delegates attending the conference.
Efforts to successfully implement economic growth targets
Concluding the Conference, Minister of Industry and Trade Nguyen Hong Dien said that all opinions agreed: In the first 6 months of the year, the international and domestic context was complicated and unpredictable, but the Vietnamese economy still achieved many positive results. The organizational apparatus is streamlined; policies and laws are strongly innovated; the economy continues to have impressive growth momentum with GDP increasing by 7.52% - the highest in nearly 20 years.
However, there are still limitations that require the industry to focus on overcoming. To overcome limitations and overcome difficulties, Minister Nguyen Hong Dien suggested that leaders of units under the Ministry and the Departments of Industry and Trade of provinces and cities continue to promote innovation and improve the quality of institutional construction; consider this a "breakthrough of breakthroughs" task.
Focus on advising on amending and supplementing legal documents related to production and business activities to promptly detect, handle, and immediately remove obstacles and "bottlenecks", creating a synchronous and feasible legal corridor, unlocking resources for economic development.

Resolutely implement the 2-level local government model
In recent times, in addition to professional work, the Ministry of Industry and Trade has actively carried out tasks related to organizing a two-level local government model. Notably, the Government issued Decrees 139 and 146 (June 12, 2025) on decentralization and delegation of authority in the Industry and Trade sector; at the same time, issued 5 Circulars and many documents guiding implementation.
Accordingly, the Ministry has decentralized 52% of the total tasks to localities; reviewed and cut 45.8% of administrative procedures (AP); submitted to the Prime Minister for approval a plan to cut 24.5% of investment and business conditions and 53% of AP related to production and business - exceeding the assigned target. The Ministry also announced and fully updated 263 decentralized TTHCs on the national database, on schedule as required by the Government (before June 25, 2025).
The Ministry has established a Working Group, established a 24/7 hotline (via phone, Zalo) to promptly receive and process more than 300 local recommendations in the past month. The Ministry also directed Vietnam Electricity Group (EVN) to invest in eliminating power shortages in villages and hamlets across the country, ensuring stable power supply according to the direction of the Government and the Prime Minister.
However, as a new, unprecedented model, the initial implementation process could not avoid confusion. To overcome this, the Ministry of Industry and Trade determined that in the coming time, it will continue to review the system of legal documents under the management of the Ministry affected by the organization of the two-level government to promptly amend and supplement in accordance with the spirit of Resolution 190/2025 of the National Assembly and the direction of the Government and the Prime Minister.
Minister Nguyen Hong Dien said: The Ministry has also assigned 34 leaders at the department level in charge of provinces and cities to directly go to the grassroots from July 31, 2025 until localities implement a stable 2-level local government model.
These leaders will work with the Department of Industry and Trade and functional units at the provincial and commune levels, supporting in removing difficulties, guiding professional staff to carry out new tasks according to the motto "hand in hand with direction". Every week, the Ministry will hold a meeting to synthesize and evaluate feedback from the locality to report to the Government and the Central Steering Committee.
