On September 5, Lao Dong Newspaper published an article "Da Nang Police Explain the case of people being fined 750,000 VND when receiving gifts on September 2" and received the attention of many people.
The story was discussed when a parent named Nguyen Thu Thuy (character's name has been changed) went to receive a gift on September 2 but discovered that her child was not named on the national identification application VNeID.
"After giving birth, I had a birth certificate, so I thought I had connected import and export to my child, so I did not register, now I went to receive the money and found out that my child's name was not in there, and was fined 750,000 VND for late declaration in the system" - people reflected.
Not only in Ms. Thuy's case, Ms. Nguyen Thu Huong (character's name has been changed, living in Da Nang) - shared that when she recently went to work for a passport, she discovered that her child was not listed in the household registration on the national identification system VNeID.
According to Ms. Huong, when she went to make a birth certificate, the ward officer said that she did not need to go to the police to import as before because the system had connected procedures. However, she later discovered the incident and was fined 750,000 VND to get a passport.

Talking to Lao Dong reporter on September 8, Mr. Dang Ngoc Ha (officer of the People's Council - People's Committee of Hoa Xuan ward - in charge of civil status) - explained that on the current VNeID system, there are cases of citizens having data dumped, citizen information being leaked elsewhere, the data has not yet been synchronized, so there is a situation where citizens are children that have not been imported.
To solve this problem for the people, to avoid being fined, according to Mr. Ha, if they are in the above cases, people can immediately contact and work with ward and commune officials. After that, the unit will have a report and confirm that citizens are involved in administrative procedures.
Because as usual, if administrative procedures are connected, people only need to come back to check and monitor the results on the VNeID system. In cases where the birth certificate results are available after 5-10 days but the child has not been imported from the system, people should take a copy of the birth certificate to the local police for import.
"When organizing the payment of gifts on National Day 2.9, in Hoa Xuan ward, there were about 300 cases coming to request a confirmation from the ward People's Committee, then taking them to the ward police. Police officers will clip a copy of the birth certificate and import it to the system so they will not be fined 750,000 VND" - Mr. Ha analyzed.

According to Lao Dong, according to Decree 154/2024/ND-CP of the Government effective from January 10, 2025, detailing a number of articles and measures to implement the Residence Law.
Within a maximum of 60 days from the date of birth registration, parents or guardians, or homeowners must complete the procedures for permanent residence registration, temporary residence, and report residence information to minors. If parents do not have both permanent and temporary residence, they must declare information about the place of residence to minors.
The fine is stipulated in Point a, Clause 1, Article 9 of Decree No. 144/2021/ND-CP of the Government as follows:
Violating regulations on registration and management of residence:
Fine from VND 500,000 to VND 1 million for one of the following acts:
- Failure to comply with regulations on permanent registration, temporary residence registration, permanent registration cancellation, temporary residence registration cancellation, household separation or adjustment of residence information in the Residence Database.
- Failure to comply with regulations on accommodation notices and temporary absence declarations.
- Not presenting household registration books, temporary residence books, confirmation of residence information, other documents related to residence as required by competent authorities.
