In recent days, information has appeared on Facebook about people in Da Nang having to pay a fine of VND750,000 when receiving gifts from the Government on National Day, September 2.
The story was discussed when a parent named Nguyen Thu Thuy (character's name has been changed) went to receive a gift on September 2 but discovered that her child was not named on the national identification application VNeID.
"After giving birth, I had a birth certificate, so I thought I had connected import and export to my child, so I did not register, now I went to receive the money and found out that my child's name was not in there, and was fined 750,000 VND for late declaration in the system" - people reflected.

Talking to Lao Dong reporter on the morning of September 5, a representative of Hoa Cuong Ward Police (Da Nang City) - explained that people need to pay special attention to that newborn citizens who have a birth certificate within 60 days if they do not go to the ward police to complete the data entry procedures will violate the Residence Law and will not declare permanent residence.
"People can be fined from 500,000 VND to 1 million VND" - a representative of Hoa Cuong Ward Police emphasized.
According to Lao Dong, according to Decree 154/2024/ND-CP of the Government effective from January 10, 2025, detailing a number of articles and measures to implement the Residence Law.
Within a maximum of 60 days from the date of birth registration, parents or guardians, or homeowners must complete the procedures for permanent residence registration, temporary residence, and report residence information to minors. If parents do not have both permanent and temporary residence, they must declare information about the place of residence to minors.
The fine is stipulated in Point a, Clause 1, Article 9 of Decree No. 144/2021/ND-CP of the Government as follows:
Violating regulations on registration and management of residence:
Fine from VND 500,000 to VND 1 million for one of the following acts:
Failure to comply with regulations on permanent registration, temporary residence registration, cancellation of permanent residence registration, separation of households or adjustment of residence information in the Residence Database.
Failure to comply with regulations on accommodation notices and temporary absence declarations.
Not presenting household registration books, temporary residence books, confirmation of residence information, or other documents related to residence as required by competent authorities.
