In Dien Bien province, there are 35 civil servants and public employees working at agencies, units and localities subject to the first round of staff reduction in 2025. Accordingly, 17 staff members who are being reduced in staff will retire early; 18 staff members who are being reduced in staff will quit their jobs immediately.
The streamlining of personnel is mainly in the commune-level administrative sector and the public service sector. According to the decision of the Chairman of the People's Committee of Dien Bien province, Le Thanh Do, the budget for streamlining the payroll with 35 personnel is more than 6.4 billion VND. The time for streamlining the payroll is from January 1, 2025 to June 1, 2025.
Mr. Lo Van Nguyen - Party Secretary, Chairman of the People's Council of Muong Thin commune, Tuan Giao district - is one of many administrative personnel at the commune level, eligible for early retirement with the reason: "In the previous year, the quality was classified as completing the task, the individual voluntarily implemented the staff streamlining and was approved by the direct management agency".
Speaking to Lao Dong Newspaper, Mr. Lo Van Nguyen said that with over 39 years of working in the locality through positions such as: Secretary of the Commune Youth Union, Head of the Commune Police, Permanent Deputy Secretary of the Commune Party Committee. With a secondary school degree, Mr. Nguyen will receive a subsidy of nearly 138 million VND after retiring from January 1, 2025.
According to Mr. Nguyen, streamlining the payroll associated with rearranging the state administrative apparatus to be lean, effective and efficient is a major policy of the Party and State. “Although I will soon retire, I am still happy. According to the assessment of the new standards, I realize that the conditions and standards according to professional expertise are not yet guaranteed. Therefore, I have proactively volunteered to streamline the payroll according to Resolution 18,” said Mr. Nguyen.
The Secretary of the Muong Thin Commune Party Committee commented that the support for staff streamlining, no matter how little or how much, is a correct and humane policy. In addition to helping stabilize the mindset, this support also creates conditions for him and his family to invest in production activities such as: raising livestock, growing coffee, macadamia trees... contributing to improving the family's economic life.
As a person who is subject to termination of employment from January 1, 2025, Mr. Luong Van Hung - Vice Chairman of the People's Council of Tuan Giao town, Tuan Giao district - will receive a subsidy of more than 235 million VND after retiring with a university degree. "The province's support for civil servants and public employees at agencies who have resigned due to streamlining is a policy to not let officials suffer, and to feel secure with policies and regimes" - Mr. Hung informed.
Like Mr. Nguyen, Mr. Luong Van Hung also resigned with the reason: "In the previous year, the quality was classified as completing personal tasks, voluntarily implementing staff streamlining and was approved by the direct management agency."
At the age of 55, Mr. Hung has more than 5 years left to work in the government apparatus. "The voluntary streamlining of the payroll is not due to poor qualifications but to make room for the younger generation with capacity, qualifications, enthusiasm and new ideas, which will help the work become more effective" - Mr. Hung said.
Although he no longer holds a position in the government, he will continue to strive and make positive contributions to the country's development. Mr. Hung affirmed: "As a Party member, I will focus on developing the family economy and encouraging and supporting young Party members.
According to the orientation on arrangement and streamlining, Dien Bien province will reduce 5 provincial-level professional agencies, 2 district-level professional agencies and 31 public service units.
