Village officials in 4.0: When the reality of the countryside is not only on the phone

Hung Yen - In the 4.0 era, village officials brought youth, technology and responsibility to be close to the people, close to the people, and take care of practical tasks of the village.

After arranging and merging villages, young cadres of the 9X and 2000 generations are trusted to be assigned tasks in rural villages in Hung Yen. They are qualified, quick-witted to technology and enthusiastic. But when they start working, those advantages are just the starting point. At the grassroots level, they must learn how to be close to the people, understand the work and handle arising situations.

Being a daughter-in-law to a hundred families" in 4.0

Mr. Nguyen Dang Truong (born in 1998), Head of Minh Tan village, Tien Hung commune, Hung Yen province, brings to the grassroots level the quick and sensitive approach of the young generation.

Before the merger, he used to be the Secretary of the Youth Union of the old Minh Tan commune, and also the Director of Minh Tan Agricultural Service Cooperative. When the new village apparatus went into operation, he was trusted to be the Village Head of Minh Tan, concurrently Deputy Secretary of the Youth Union of Tien Hung commune.

The phone in his hand is not only for communication but also a tool to support work. He directly guides people to install and use the VNeID application through operations on the phone. But work in the 4.0 village was not just a technology issue.

Mr. Truong recounted: "I started working for 1 month, but one day I was having lunch, I received a phone call reporting an argument in the village, I put down my bowls and chopsticks, and immediately came to grasp the actual situation and find a way to reconcile. For me, technology helps connect faster but cannot replace going to the grassroots level, listening and solving, grasping the problem.

Mr. Vu Van Do (resident of Minh Tan village, Tien Hung commune) - said that people in the village highly appreciate Mr. Truong's enthusiasm and responsibility. Although young, Mr. Truong is always close, listens and is present in time when people need him.

Also applying new ways of doing things at the grassroots level, Ms. Nguyen Thi Lanh (born in 1993, Head of My Cu village, Quynh Phu commune) is gradually bringing technology into connecting and exchanging with people in accordance with reality.

Graduating from Hung Yen University of Technology and Education, majoring in Accounting, she used to work as an accountant at a business in Hai Phong. In 2021, she and her family moved to Hung Yen to live and started working at the old Quynh Luong Agricultural Service Cooperative.

Before becoming village head, she was the Secretary of the My Cu Village Youth Union and an accountant at the cooperative. From accounting work, she has the advantage of proficiently using computers and regularly approaching people.

After the merger, My Cu village has 561 households with 1,767 people. She uses the village's Facebook group as a fast connection channel between officials and people.

For me, social networks are a tool to grasp information quickly and promptly, but still need to closely follow reality. Even when a section of ditch is blocked, affecting drainage, I grasp information but cannot only solve it online. I directly go to the scene, coordinate to hire excavators to clear the flow," Ms. Lanh shared.

Village affairs are not in the curriculum

Having just graduated from the Vietnam National University of Agriculture, Ms. Nguyen Thi Anh Nguyet (born in 2002) carries the enthusiasm of youth to return to her hometown to contribute. After the policy of merging the village, Ms. Nguyet took on the position of Deputy Secretary of the Party Cell, Head of the Front Work Committee of Quynh Van 1 village, Quynh Phu commune. She is one of the youngest officials in the locality.

From the first day of entering the subject, Ms. Nguyet realized that: "The knowledge from the lecture hall helps me have a foundation, but the work in the village is situations that are not available in the curriculum. There are things that must be asked to predecessors, there are things that must be directly met with people to understand the problem".

Starting work at the grassroots level for 1 day, on July 2, she received news that there was a funeral in the village.

“Initially, when I received the information, I was extremely worried, not knowing where to start. When I turned off my phone, I calmed down, went to people who used to be officials in the 2 villages before, asked for each task, recorded it, and then went to families with funerals to coordinate in taking care of the work,” Ms. Nguyet recalled.

After a month, she started to be more proactive, preparing and asking elderly people and reputable people before each task when she didn't know how to handle it.

Accompanying Ms. Nguyet in Quynh Van 1 is Village Head Dang Tuan Anh (born in 1998). This is also the first time Mr. Tuan Anh has taken on the work of a village official. Previously, he participated in police duty from 2018 to 2021, then worked at a garment company in his hometown.

At the age of 28, Tuan Anh admitted that lack of experience was the biggest difficulty in the early days.

I am still young, so my approach to people is sometimes shy, a bit hesitant. This job is no different from'being a daughter-in-law to hundreds of families'...", he shared.

One of the first tasks Tuan Anh directly implemented was to supervise the construction of the road leading to the burial area at Ba Dong cemetery. From the difficult dirt road, the village mobilized socialization to build a concrete road about 2m wide.

Four young people, four different starting points, but facing the same requirement: quickly adapt to work at the grassroots level. From an argument, a road, a ditch section or a funeral, they are learning to be close to the people, listen to the people and solve specific village affairs.
