On the afternoon of May 2nd, in an exchange with Lao Dong Newspaper, the Commander of Highway Traffic Police Team No. 1 (Department 6 - Traffic Police Department) said that through reviewing and comparing data on the violation handling system, the working group discovered and handled a case of a Bao Ha commune official (Lao Cai province) who did not have a driver's license (GPLX) but still drove a vehicle to participate in traffic.
Specifically, at about 6 pm on April 29, at Km237 of the Noi Bai - Lao Cai expressway (direction to Lao Cai), functional forces stopped to inspect a 5-seater car driven by Mr. H.X. C (born in 1987, residing in Lao Cai ward, Lao Cai province). At the time of inspection, the driver could not present his driver's license as prescribed.
Data lookup results show that Mr. H.X. C is currently an official and civil servant working in Bao Ha commune.

Previously, on February 27, 2026, Mr. C. was fined by the Traffic Police Department of Lao Cai Provincial Police for the act of driving a car when the alcohol concentration in his body exceeded 0.4 mg/l of breath - a maximum violation level. For this violation, he was revoked of the right to use his driver's license for 23 months, valid until January 2028.
However, during the time of being revoked the license, this person continued to drive the vehicle on the highway.
With the new violation, Mr. H.X. C was fined from 18 - 20 million VND. The Traffic Police Department will also send a notice to the Party Committee and the People's Committee of Bao Ha commune for consideration and disciplinary action according to regulations.
Representatives of the Traffic Police Department said that in the coming time, the force will continue to coordinate with commune-level police to review and strictly manage cases where driver's licenses are revoked or deducted all points but still intentionally drive vehicles, in order to prevent the risk of traffic accidents.
