On September 12, actual records at dam No. 1 showed that the project was built next to Regiment 82 in Dien Bien Phu ward.

The project has 6 valve gates, playing the role of discharging and retaining water when needed, besides, a solid operating house project is also built.

Along with the water-raising dam that has appeared near Muong Thanh bridge, the river section between these 2 dams has now become a reservoir.

When put into operation, the two projects will raise water on a river section about 7km long, creating a more continuous water surface during the dry season, opening up expectations for a landscape and ecological space in the central area of the province.

Water still flows along the riverbed, but the water level can be controlled through the valve gate system and operating procedures.

This is a solution that both serves to regulate flow and create conditions to maintain water surface in the dry season.

A noteworthy point is that about 7km of river located between the two dams will have a clear change in the water surface morphology.

At times of little rain, the water level of the Nam Rom River is often low, and some sections of the riverbed may have shallow sections. When the dam rises and operates, the water level is maintained at an appropriate elevation, helping the water surface to be more continuous.

From a shore view, the river at that time may have the shape of a lake stretching in the middle of the city. The water surface in the middle creates an opening, contributing to changing the landscape of the central area of Dien Bien.

Along with the two dams, many sections of the riverbank have been built with embankments. Drainage ditches, railings, lighting poles and renovation items are also being implemented.

When completed synchronously, people can get closer to the river through walking paths and coastal spaces.

Mr. Tong Van Sang (Dien Bien Phu ward) said that the renovation of the riverbank will help the central area become more spacious.

“Renovating the riverbank like this is very reasonable, the water in the central area rising will look beautiful, and in the afternoon people will take a walk and exercise, it will also be cool” - Mr. Sang shared.

However, to turn the river section into an attractive public space, the organization of both banks plays an important role.

Green trees, walking paths, rest stops, lighting and connectivity with residential areas will determine whether people actually use this space or not.

The Nam Rom River basin disaster management project was started in July 2023, with a total investment of more than 981 billion VND. The Project Management Board for Agricultural and Rural Development Works of Dien Bien province is the investor.

As of September 4, 2026, the total value of construction packages reached approximately 535 billion VND, equivalent to 70.58%. The work of inventorying, land recovery, compensation and site clearance is basically completed.
