On October 3, the Ministry of Agriculture and Environment issued a telegram requesting the consecutive opening of 2 bottom spillways of Hoa Binh Hydropower Reservoir to ensure flood safety.
By the afternoon of the same day, the upstream water level of Hoa Binh Lake was at 115.57m, the downstream water level reached 12.67m.
The water flow to the lake was recorded at 6,183m3/s, the total downstream flow was 2,228m3/s.

On October 4, according to a reporter from Lao Dong Newspaper, after a day of opening 2 bottom spillways, the water flow in the downstream area of the Da River has risen and turned fiercely.
The huge blocks of water from the bottom spillway poured down, creating a white curtain.

To ensure safety downstream when operating Hoa Binh hydroelectric reservoir, the Ministry of Agriculture and Environment recommends that the People's Committees of the provinces and cities: Phu Tho, Hanoi, Bac Ninh, Hai Phong, Hung Yen, Ninh Binh immediately organize notices to authorities at all levels, people, organizations operating on rivers and along rivers; aquaculture facilities, water transport vehicles; ferry terminals, vertical boats.

At the same time, review and ensure the safety of works under construction; those who exploit, gather and transit sand and gravel know about the flood discharge of Hoa Binh hydroelectric reservoir to proactively take preventive measures to ensure the safety of people and property.
Timely report and propose solutions to handle unusual situations that may occur during the flood discharge process to the Ministry of Agriculture and Environment (through the Department of Dyke Management and Natural Disaster Prevention and Control).
