The Prime Minister assessed that storms No. 9, No. 10 and 11 that appeared consecutively were dual natural disasters, with a very high risk of flash floods, landslides, and inundation.

Deputy Prime Minister Tran Hong Ha has just signed and issued Official Dispatch No. 186/CD-TTg dated October 4 of the Prime Minister requesting ministries, branches and localities to proactively respond to storm No. 11 Matmo.

According to the forecast of the National Center for Hydro-Meteorological Forecasting, storm No. 11 will continue to strengthen to level 12-13, gusting to level 15-16, moving rapidly towards the Loi Chau peninsula and the Gulf of Tonkin; on October 5-7, the storm will directly affect the Gulf of Tonkin, coastal areas and mainland Vietnam, continuing to cause heavy rain in the Northern region and Thanh Hoa, Nghe An.

Storms No. 9, No. 10 and No. 11 appeared consecutively, as soon as the work of overcoming the consequences of the previous storm and flood had not been completed, this was a double natural disaster (storm overlapping, flood overlapping), with a very high risk of flash floods, landslides in the mountainous provinces, midlands of the North, North Central and flooding in urban areas and low-lying areas, threatening the safety of the traffic system, dykes, dams, especially the projects that had not been repaired in time.

The Prime Minister requested the Chairmen of the People's Committees of coastal provinces and cities, especially the area from Quang Ninh to Ninh Binh, to direct the implementation of safety assurance for ships and vehicles operating at sea (instructions for exiting, not entering dangerous areas or returning to shelters).

Chairmen of the People's Committees of cities in the Northern and North Central regions, especially the mountainous and midland provinces, focus on directing the synchronous implementation of measures to respond to floods, the risk of flash floods, landslides according to their functions, tasks and authority.

The Chairman of Lao Cai Provincial People's Committee inspected and directed competent agencies to coordinate with the police force to immediately evacuate and relocate households in areas at risk of landslides in Bao Ha commune.

The Prime Minister assigned the Ministry of Agriculture and Environment to preside over and coordinate with the Ministry of Industry and Trade, the People's Committee of Lao Cai province, the dam owner and related units to closely monitor and decide on the operation and regulation of water in Thac Ba hydropower reservoir to ensure the safety of the project and safety of flood prevention and control for downstream.

Guide and urge the People's Committees of provinces and cities to review, develop, update and perfect specific scenarios and solutions to respond to each type of natural disaster, each level of natural disaster risk, each possible natural disaster situation in each area in accordance with the 2-level local government model.

The locality, together with the Ministry of National Defense and the Ministry of Public Security, identified vulnerable locations to mobilize and prepare forces, vehicles, supplies, and equipment right before natural disasters occur, proactively responding when bad situations occur.

The Ministries of National Defense and Public Security direct units located in the area to proactively coordinate with localities to review plans, arrange forces and means in key areas (according to local proposals) to be ready to support people in responding to storms, floods, flash floods, landslides, and inundation.
