On the afternoon of October 4, the Office of the Investigation Police Agency, Dak Lak Provincial Police is continuing to clarify the traffic accident that killed Mr. Le Phuoc Toan - Chairman of Dray Bhang Commune People's Committee.
According to initial information, on the evening of October 3, heavy rain led to localized flooding on National Highway 27 (through village 4, Dray Bhang commune).
To ensure the safety of the people, Mr. Le Phuoc Toan directed and directly worked with the commune's forces to divert and regulate traffic.
At about 9:15 p.m. the same day, while Mr. Toan was commanding traffic regulation, he was hit by a car with license plate 47A 461.XX.
The car then ran for another 100m before stopping. The driver then left the scene. Mr. Le Phuoc Toan was taken to the Central Highlands General Hospital for emergency treatment by local people but died later.
After the incident, the authorities examined the scene, conducted an autopsy, and searched for the person who caused the accident.
At 9:00 a.m. on October 4, Ms. Le Thi Cam Chi (residing in Ea Ktur commune, Dak Lak province) went to the Investigation Police Agency, Dak Lak Provincial Police to surrender and confess to the violation.
The initial inspection determined that after drinking alcohol with friends, Ms. Chi was driving a car on National Highway 27. Due to lack of attention, not being able to control the speed hit Mr. Le Phuoc Toan.
At the time Ms. Chi presented herself, the test results showed that this person had no alcohol concentration in the blood and was negative for drugs.
Currently, the Office of the Investigation Police Agency, Dak Lak Provincial Police is consolidating documents and evidence to handle according to the provisions of law.
As Lao Dong reported, at around 6:15 p.m. on October 3, in Dray Bhang commune, there was very heavy rain, flooding a section of National Highway 27.
To avoid traffic congestion on the route, Mr. Le Phuoc Toan and some officials of Dray Bhang commune took to the road to regulate vehicles.
At about 9:30 p.m. the same day, while on duty, Mr. Toan was hit by a car.
After that, Mr. Toan was taken to the Central Highlands General Hospital for emergency treatment. However, due to severe injuries, Mr. Toan died.
After receiving the news, leaders of the Dak Lak Provincial People's Committee went to the hospital to encourage and share the great loss of Mr. Toan's family.
