On July 24, the People's Committee of Can Tho City issued Official Letter No. 218/UBND-HCC on ensuring the arrangement of administrative units and the operation of the 2-level local government organization model smoothly, effectively, without interruption.
Accordingly, the Chairman of the City People's Committee requested the Head of the specialized agency under the City People's Committee, the Head of the Management Board of Can Tho Export Processing and Industrial Zones, the Chairman of the People's Committees of communes and wards to focus on implementing the tasks and solutions assigned in Resolution No. 66/NQ-CP dated March 26, 2025 of the Government, Official Dispatch No. 90/CD-TTg dated June 17, 2025, Official Dispatch No. 96/CD-TTg dated June 26, 2025.
Regarding the reception and settlement of administrative procedures, agencies and units organize the implementation of arrangement, digitization, handover of documents and records for correction procedures when the district level ends, merging communes and wards in accordance with regulations, ensuring that no documents or records are lost, affecting the tracing, searching and using of documents when required.
Organize the reception and settlement of administrative procedures in the city in accordance with regulations; ensure that 100% of the city's online public services are integrated and provided on the National Public Service Portal smoothly and effectively, without interruption when arranging administrative units and implementing the 2-level government organization model.
Regarding the arrangement and assignment of facilities and equipment, agencies and units will arrange and assign working headquarters, vehicles and other assets to agencies, organizations and units at the commune level to ensure the necessary conditions to provide public services and handle administrative procedures in accordance with regulations.
The arrangement, transfer, and reallocation of assets must be implemented urgently, synchronously, and with specific plans to not disrupt or disrupt the operations of agencies, especially the provision of public services and handling of administrative procedures for people. In case after implementing the regulation and arrangement, there is still a shortage of assets, agencies and units proactively carry out purchases and supplements in accordance with current regulations, resolutely not allowing a shortage of facilities to serve work, affecting the operation of the 2-level local government model.
Continue to strictly implement the Prime Minister's Official Dispatch No. 93/CD-TTg dated June 21, 2025 on accelerating the implementation of policies and regimes for cadres, civil servants, public employees, workers and armed forces in the process of restructuring the apparatus of the political system.
Proactively balance and arrange sufficient funds from allocated budget sources and savings sources (if any) of agencies, units and budget allocation to promptly pay policies and regimes for cadres, civil servants and public employees who quit their jobs due to organizational restructuring.
Complete the settlement and payment for cases where there has been a decision to resign. In case of financial difficulties, promptly report to competent authorities for consideration and handling.
