Can Tho - Cadres, civil servants and public employees must not refuse to receive administrative procedure documents of individuals and organizations during the reorganization and merger phase.

Can Tho City People's Committee has just issued an official dispatch on the implementation of Decree No. 118/2025/ND-CP dated June 9, 2025 of the Government.

Accordingly, the Head of the specialized agency under the City People's Committee; Head of the Management Board of Can Tho Export Processing and Industrial Zones (KCX&CN); Chairman of the People's Committees of districts, communes, wards and towns effectively organize the settlement of administrative procedures according to the one-stop, one-stop mechanism to ensure the implementation of administrative procedures does not depend on administrative boundaries within the assigned scope, functions and tasks.

Head of the specialized agency under the City People's Committee; Head of the Management Board of Can Tho Export Processing Zones and Industrial Parks will develop an internal process for handling each provincial and commune-level administrative procedure to ensure unified application of the work handling process related to handling administrative procedures in the Quality Management System of agencies and organizations and unified implementation in the city; Ensure the reception, handling of records, returning results of handling administrative procedures to individuals and organizations without interruption when organizing the implementation of local government at 2 levels and merging 3 provincial-level administrative units.

Cadres, civil servants and public employees must not refuse to receive administrative procedures of individuals and organizations during the reorganization and merger phase. In case of violation, strictly handle according to regulations. For remaining records, records that have not been processed by merged units (commune level) or have completed their tasks (district level), be transferred according to regulations; avoid losing or losing administrative procedure records of individuals and organizations.

The People's Committee at the commune level issued regulations on organizing the operation of the Commune-level Public Administration Service Center. The Chairman of the People's Committee at the commune level directly directs the implementation of the one-stop, one-stop mechanism in the area according to the provisions of Decree No. 118/2025/ND-CP dated June 9, 2025 of the Government and the regulations on organizing the operation of the Commune-level Public Administration Service Center; ensure infrastructure and operational equipment at the Commune-level Public Administration Service Center according to regulations.

The Director of the Department of Science and Technology will build and manage the City Administrative Procedure Information System; organize measures to ensure information security and network security according to the instructions of the Ministry of Public Security; ensure smoothness, continuity, efficiency, and uninterruptedness when the authorities at both levels come into operation and merge 3 provincial-level administrative units.
