Regarding the incident of a paraglider getting stuck in a power line in Hanoi, on the afternoon of November 9, the Hoa Binh Province High Voltage Power Grid Enterprise (Hoa Binh Power Company, under the Northern Power Corporation) made a record of the scene with the representative of the Hanoi City Paragliding Association and Mr. N.C.T - the person who caused the incident of getting stuck in the 110kV power line on Highway 172 E10.9 Xuan Mai - 172 E19.5.
According to the working minutes, at 3:05 p.m. on November 9, Hoa Binh High Voltage Grid Enterprise received a report that a paraglider was entangled in a 110 kV power line at poles 54 to 55.
After receiving the news, Hoa Binh High Voltage Grid Enterprise sent the Line Operation Management Team to the scene and coordinated with the People's Committee of Nam Phuong Tien Commune and the Commune Police to handle the rescue and bring the victim to the ground to ensure safety at 4:50 p.m.
According to the Hoa Binh High Voltage Power Grid Enterprise, the paragliding team's violation of the 110kV line has seriously affected the power supply and safe operation of the power grid and disrupted security and order in the area.
Hoa Binh High Voltage Grid Enterprise reported to the Company and requested an emergency power cut on line 172 E10.9 Xuan Mai - 172 E19.5 from 4:46 p.m. to 5:12 p.m. to ensure safety and rescue victims.
To ensure safe operation of the power line and stabilize the 110kV power grid through the area of Nam Phuong Tien Commune People's Committee (Chuong My District, Hanoi), Hoa Binh High Voltage Power Grid Enterprise requests the Commune People's Committee and Commune Police to strictly handle the violation of the Hanoi City Paragliding Team and Mr. N.C.T. according to the law.
This is not the first case of a paraglider getting entangled in a power line. The paraglider getting entangled in a power line violates Section 3, Article 4 of Decree No. 14/2014 dated February 26, 2014 of the Government detailing the implementation of the Electricity Law on electrical safety.
Northern Power Corporation recommends that people strictly comply with regulations on power grid safety corridors, regulations on safe and economical use of electricity... Violations will be strictly handled according to the law.
The electricity industry hopes to have the cooperation of local authorities in educating people about the dangers of this behavior, and hopes that each person will raise their awareness of this issue.
Previously, at around 12:15 pm on October 20, in Quyet Tien hamlet, Quang Tien commune, an incident occurred where a parachutist got caught in a 35kV power line while landing. This person was suspended in the air for many hours.
To ensure safety for the rescue work, the authorities had to cut off the power in the entire Quang Tien commune.
At around 2pm the same day, the trapped athlete was successfully rescued. Upon being rescued, the athlete's health was stable. At around 3pm, the electricity on the Quang Tien commune's power grid was restored.
Prohibited acts according to Article 4, Decree 14/2014/ND-CP:
1. Stealing or dismantling power lines, grounding wires, or power grid equipment; climbing power poles, entering power stations or power plant safety protection areas when not on duty.
2. Using high voltage grid works for other purposes without agreement with the high voltage grid management unit.
3. Flying kites or flying objects near high voltage power grids can cause power grid failures.
