On the afternoon of February 24, the Executive Committee of the Provincial Party Committee of the XX term, term 2025 - 2030, held the 5th Conference to give opinions on adjusting the Planning of Cao Bang province for the period 2021 - 2030, with a vision to 2050.
The conference was chaired by Mr. Phan Thang An - Secretary of the Provincial Party Committee. Co-chairing were Chairman of the Provincial People's Committee Le Hai Hoa; Be Thanh Tinh - Chairman of the Provincial People's Council; Vu Hong Quang - Chairman of the Provincial Fatherland Front Committee.
Speaking at the opening, the Provincial Party Secretary thoroughly grasped the Conclusion of General Secretary To Lam at the working session with the Provincial Party Committee Executive Committee.
According to him, the adjustment of planning is an important political task, aimed at concretizing the Central Government's direction on the two-level local government model, arranging administrative units and development viewpoints for the period 2026 - 2030.
The province needs to innovate thinking, reorganize the development space, promote specific advantages, promote regional linkages, maintain border sovereignty, and ensure social security.
Notably, the adjusted plan establishes a specific growth model, shifting strongly from broad development to deep development, taking productivity and "happiness" of the People as a measure.
The province focuses on driving forces such as border gate economy, logistics, high-quality tourism, processing industry, digital economy; not spreading out, not copying, ensuring harmony between economic development and environmental protection, national defense - security.
According to the submission, the planning scope includes the entire natural area of 6,700.3 km2 with 56 commune and ward-level administrative units.
The goal by 2030 is that the average GRDP growth rate will reach 10%/year or more; the average GRDP per capita will reach 75 - 80 million VND/person/year; the digital economy will contribute at least 20% of GRDP.
Vision to 2050, Cao Bang strives to become a fairly developed province in the Midlands and Northern Mountains region; is a center of economic, cultural, and foreign trade between Vietnam and Guangxi Zhuang Autonomous Region (China) and ASEAN countries.
Discussing at the conference, delegates focused on contributing opinions on infrastructure development, especially expressways and connecting to tourist areas and border gate economic zones; mechanisms to attract strategic investors; resource and mineral management; land planning and use; creating clean land funds and mobilizing resources to ensure the feasibility of planning.
Concluding the conference, Comrade Phan Thang An assigned the Provincial Party Committee and People's Committee to complete the planning adjustment dossier, ensuring synchronization with national planning and regional planning; and at the same time accelerate strategic infrastructure projects, organize well the election of National Assembly deputies of the XVI term and People's Councils at all levels for the 2026 - 2031 term.
After being approved, the plan must be publicly announced and concretized by key programs and projects. Accelerate the progress of strategic infrastructure projects, including the Dong Dang - Tra Linh expressway and the Bac Kan - Cao Bang expressway.
Levels and sectors are required to improve determination, act more drastically; effectively handle surplus public assets; promote site clearance, prepare to invest in educational projects in border areas.
The whole province needs to strengthen the prevention and combat of corruption, wastefulness, and negativity, bringing the Party's guidelines and resolutions into life in a substantive and effective way.
