On February 20 (the 4th day of the Binh Ngo Tet 2026), in Lang Son and Cao Bang provinces, Prime Minister Pham Minh Chinh directly inspected and checked the progress of the Dong Dang - Tra Linh key expressway project.
At the inspection points, the Prime Minister requested relevant subjects to accelerate and make maximum efforts to inaugurate the Dong Dang - Tra Linh expressway by April 30, 2026, to celebrate the 51st anniversary of the Liberation of the South and national reunification.
135/152 km route cleared, acceleration "3 shifts, 4 crews
The Dong Dang - Tra Linh expressway project has a total length of 121 km, a total investment of 25,550 billion VND in PPP form, implemented by Deo Ca Group and partners.
Phase 1 is more than 93 km long (2 tunnels through mountains, 64 bridges) with a total investment of 14,331.6 billion VND, starting construction 1. 1. 2024. Phase 2 (starting construction 19. 8. 2025) expands 93.35 km and builds a new 27.71 km connecting to Tra Linh border gate, with a total investment of 12,072 billion VND.


The entire project is implementing 211 construction fronts, mobilizing more than 2,800 personnel and 1,300 equipment. Phase 1 output reached 7,459/11,476 billion VND (65%). To date, the project has reached 85/93 km of traffic.
Phase 1 items have been adjusted to design in accordance with the expansion of phase 2, constructing two phases simultaneously, helping to save more than 500 billion VND in costs.
Overcoming severe floods, keeping the pace of construction sites
Compared to the inspection trip at the same time last year, the Prime Minister assessed that this year's construction site "has more": Worker income is higher, road surface is wider, people are happier, costs are more economical and development space is larger.
Where the road goes will attract businesses to invest, promote trade in border areas, create more livelihoods for people and develop the local economy," the Prime Minister emphasized.



Removing land "bottlenecks", mobilizing the entire political system
Regarding site clearance, on the entire route of the two projects, there are still some housing locations and technical infrastructure works that have not been handed over. Leaders of Lang Son and Cao Bang provinces committed to complete them completely in March 2026.
The Prime Minister requested the Party Secretary to directly be the Head of the Site Clearance Steering Committee, mobilize the entire political system to participate; mobilize village elders, village chiefs, and religious dignitaries to participate in propaganda, ensuring the legitimate and lawful rights and interests of the people.
The Ministry of National Defense is requested to mobilize military forces to support appropriate tasks.
The Prime Minister also requested large contractors to create conditions for local businesses to participate in the supply chain, access technology, improve management capacity, thereby creating more jobs and increasing income for workers.



Emphasizing the economic advantages of border gates of Lang Son and Cao Bang provinces, the Prime Minister said that to develop border gates, there must be synchronous transport infrastructure.
The opening of the expressway not only shortens transportation time but also opens up new development space, increases land value, and improves the efficiency of exploiting border trade potential.
