Cao Bang - The Provincial People's Committee is implementing a project to raise community awareness about disaster prevention and control in the 2026-2030 period.

Cao Bang Provincial People's Committee has just issued a plan to implement the Project "Raising community awareness and managing disaster risks based on community" for the period 2026-2030, with the goal of strengthening disaster response capacity in the context of increasingly complex climate change.

Accordingly, the province focuses on improving knowledge and skills in disaster prevention and control for officials at all levels and people, especially in areas frequently affected by floods and landslides.

The goal is to build a proactive and safe community before natural disasters, thereby minimizing damage to people and property. First of all, consolidate and develop human resources to implement community awareness work right at the grassroots level.

Training and training classes will be organized for lecturers, reporters, disaster prevention and control shock forces and local management officials.

The training content also focuses on applying digital transformation in dam and reservoir safety management.

In parallel with that, communication work will be promoted in many forms suitable to the conditions of each locality. The province plans to build and replicate typical commune models on disaster risk management based on the community.

Notably, propaganda activities will target vulnerable groups such as pregnant women, children, people with disabilities and people in remote and isolated areas.

Guidance materials will be compiled in many languages of ethnic minorities such as Tay, Nung, Mong, Dao to help people easily access information.

In addition, localities will organize drills, simulate natural disaster situations, and guide people to participate in building risk maps and natural disaster prevention and control plans in the community.

It is known that in the past 3 years, Cao Bang has been a locality that has suffered the negative impacts of climate change and natural disasters, so strengthening response measures and proactive prevention is extremely necessary.

In October 2025, Cao Bang Provincial People's Committee issued Official Dispatch No. 3154/UBND-KT on researching and proposing the model "72-hour Kit to respond to isolated situations caused by natural disasters".

The model aims to help people proactively ensure safety, maintain health and spirit in the first 72 hours when isolated before rescue forces approach.

The kit is divided into two parts: the basic part prepared by the government or socialized units with essential items such as drinking water, dry rations, water disinfectant tablets, first aid kit, rescue blankets, sirens...

In addition, there will be supplements prepared by people at home such as flashlights, spare batteries, personal medicines, dry foods, necessary papers and cash.

Unlike relief packages usually given after natural disasters, the "72-hour Kit" is designed for people to proactively prepare in advance, in order to respond during the golden time before rescue forces approach.
