Tan Phu - Bao Loc expressway slows site clearance

After more than 6 months of construction, the Tan Phu - Bao Loc expressway project (Lam Dong) has only disbursed nearly 204 billion VND, reaching 11.66% of the plan. Site clearance is also behind schedule when only more than 19% of the area to be recovered has been handed over.

The Tan Phu - Bao Loc expressway project is 66km long, with a total investment of more than 18,000 billion VND. The section passing through Lam Dong province is 55km long, with a total recovered land area of more than 401ha.

In 2026, the project will be allocated nearly 1,750 billion VND of public investment capital. As of June 15, the project has only disbursed nearly 204 billion VND, reaching 11.66% of the plan. Localities have handed over 76.66ha of land, reaching more than 19.42% of the area to be recovered.

Currently, many new route sections have completed appraisal dossiers, and some locations have not submitted dossiers. The investor has also not approved technical design dossiers and has not signed credit contracts, affecting the implementation progress.

Mr. Huynh Van Minh - Deputy Director of Lam Dong Provincial Land Fund Development Center said that the total compensation and support fund has been approved at more than 483 billion VND for 739 households; of which nearly 364 billion VND has been paid to 343 households.

In Ward 2, Bao Loc, the expressway passes through a length of 16.52km, recovering 124.5ha of land, affecting 369 cases including 364 households and 5 organizations.

Mr. Nghiem Van Viet - Vice Chairman of Bao Loc Ward 2 People's Committee, said: The locality has completed the counting of 100% of affected cases, and at the same time approved compensation, support, and resettlement plans for 270 households with a total budget of more than 305.3 billion VND.

However, site clearance work still faces many obstacles. Cadastral records are not synchronized, not fully revised; the current state of land use has many differences compared to land recovery maps. In addition, the process of preparing records and developing compensation plans still has errors, affecting the progress of appraisal and approval.

According to Mr. Nghiem Van Viet, the application of two land price frames and two different support policies in the same project also creates a psychology of comparison among households, causing difficulties for the work of mobilizing to receive compensation money and hand over land.

The representative of the investor, Son Hai Group, said that the biggest obstacle currently is site clearance and hopes that the locality will soon remove it to have a clean site to serve construction.

At the meeting on June 23, Chairman of Lam Dong Provincial People's Committee Ho Van Muoi emphasized that the Tan Phu - Bao Loc expressway is a key project of the province and the nation. Provincial leaders requested departments, branches, and localities to strengthen coordination and focus on removing difficulties related to site clearance.

At the same time, the Land Fund Development Center must arrange officials to closely follow the grassroots level, process dossiers to the extent they are completed, and not let them be backlogged. For investors, the province requires mobilizing sufficient manpower and machinery, and organizing construction immediately when there is a site according to the motto "where there is a site, construct there".

The two expressway projects Tan Phu - Bao Loc and Bao Loc - Lien Khuong have a total length of nearly 140km, with a total investment of more than 36,000 billion VND. This is a strategic traffic axis connecting the Central Highlands with the Southern key economic region, creating motivation for socio-economic development, tourism, logistics and attracting investment for Lam Dong province.

The Tan Phu - Bao Loc expressway project alone is being proposed to adjust the cross-section scale from 17m to 22m. With this adjustment plan, the total investment is expected to increase by about 1,222 billion VND. Currently, basic technical plans have been reviewed and agreed upon between relevant agencies and units.
