Cracks appear on the bridge deck
The project to upgrade and expand Vy Da bridge and build Nhu Y bridge belongs to package No. 28 of the Project of the Program for Development of Grade II Cities - component project of Hue City (Green Urban Project).
The project has been implemented since 2021 to connect traffic, expand urban space and serve people's travel needs.
Recorded by Lao Dong Newspaper reporters on July 13, at the junction between the access road and Nhu Y bridge deck, many cracks appeared along the expansion joint area at both ends of the bridge. At some points, the asphalt concrete layer peeled off, forming small holes on the road surface. In some locations, the road surface subsided locally, reducing aesthetics and posing a potential risk of unsafety for vehicles, especially motorbikes, when traveling through here.
Real-world observation shows that the bridge deck has been asphalted, painted and put into operation, but many other items are still not completed. After receiving feedback, the Green Urban Project Management Board sent technical forces to inspect the site.
Talking to a reporter from Lao Dong Newspaper, Mr. Le Thanh Bac - Deputy Director of the Green Urban Project Management Board - said that the cracks appearing at the bridgehead area are actually located in the position of the expansion joint that has not been fully installed.
Mr. Bac informed that to meet the requirements of opening traffic on the Vo Nguyen Giap route and serve the travel needs of people, the contractor previously paved the approach road with asphalt concrete when the expansion joint item had not yet been constructed.
The appearance of asphalt concrete cracks in the expansion joint area does not affect the quality of the project. This item will be constructed after completing the selection of a new contractor" - Mr. Bac added.
Finding a new contractor to complete
According to research, the reason why the expansion joint item has not been completed stems from the prolonged delay in package No. 28.
The package has a total contract value of more than 113 billion VND, constructed by Hoa Binh 479 Joint Stock Company since 2021. Although the progress has been adjusted many times, the project still cannot be completed on schedule.
To date, the disbursed value has reached about 80 billion VND, equivalent to more than 70% of the contract value. Of which, the remaining part of the package is worth more than 33 billion VND; the Nhu Y bridge item still has about 1.7 billion VND that has not been implemented.
Faced with the prolonged slow progress, the investor issued a document warning of serious contract violations, and at the same time fined the contractor more than 1.5 billion VND. After that, the contract with the contractor was also terminated to carry out procedures to select a new construction unit.
Currently, Nhu Y bridge has only completed key items such as girder installation, bridge deck, asphalt concrete pavement and traffic signal paint to serve traffic opening before the Lunar New Year 2026. However, many items are still unfinished, including a part of steel railing, sidewalks, lighting system, expansion joints, soft guardrails and traffic signs.
According to the Deputy Director of the Green Urban Project Management Board, the selection of new contractors is expected to be completed in July. After completing the necessary procedures, construction will be resumed to complete Nhu Y bridge and Vy Da bridge, with the goal of completing the entire project in January 2027.
