According to Mr. Duong, the situation of people lining up from 4am has been going on for many days. Most of the people who arrived early were cases authorized to handle land procedures, carrying dozens of documents.

To completely resolve the situation of waiting for transactions and queuing from 4am, Mr. Duong said that from today - May 13 - no number will be given and no direct Sequential numbers will be used at the headquarters (except for priority cases according to regulations).
Organizations and individuals submit documents, return results, and resolve administrative procedures to get the serial number online on the iHanoi application before making direct transactions.
Online digital collection is a form of transparent and fair publicity for the people, Mr. Duong informed.

To avoid congestion in processing documents, the center has implemented the diversion of documents. Groups with a large volume of documents such as businesses and banks will be given separate flows and the regulation limiting the number of documents submitted per day will be removed, to reduce the pressure of people gathering to queue.
For the elderly, meritorious people, etc., the center will arrange a separate department to support.
Previously, Lao Dong Newspaper reported the situation of people having to queue from 4am to complete administrative procedures related to land in Hanoi.
Among these, many people are authorized to submit dozens of documents, causing the processing time to be prolonged and affecting other people.

To reduce the situation of queuing to complete administrative procedures, the Hanoi Public Administration Service Center has deployed the issuance of online Sequential numbers via the iHanoi application. People and organizations must follow the following steps:

Step 1: download and log in to the iHanoi application using VNeID account.
Step 2: Access "P bypass" → Select the "Settlement" feature → Select Branch → Select the field to be implemented.
Step 3: The system will automatically issue online serial numbers to citizens.
How to apply:
People must authenticate their identities with a chip-embedded CCCD or personal identification number.
Each citizen is only allowed to take a number of orders for 1 service in 1 day.
Apply measures to combat "virtual numbers" such as: sending OTP authentication codes, limiting IP addresses, numbering time frames and comparing information at the New Year's Eve before inviting to transactions.
Branch No. 1 only receives applications from citizens who have registered for security numbers online via the iHanoi application.
The value of online order numbers is equivalent to the direct takes; the service is based on the principle of "pre-registered is served first", regardless of the registration form.
Registration time frame:
The digital system is issued from 8:00 to 16:00 every day.
After 4pm, the unused serial number will automatically expire.
