Hanoi City officially approved the Project "Piloting the establishment of the Hanoi City Public Administration Service Center".

According to Decision No. 5390/QD-UBND of the Hanoi People's Committee on approving the Project "Pilot establishment of Hanoi City Public Administration Service Center" (Centre), the Center has the function of State management of administrative procedure control, administrative procedure reform, and organization of implementation of one-stop and one-stop mechanisms.

This is also the focal point to help the Hanoi People's Committee organize the provision of information, guidance, support, reception, digitization, monitoring, control, urging, coordination in resolving and returning results of administrative procedure settlement; advice, organize the implementation of tasks of applying information technology, digital transformation in providing public services, serving people and businesses.

The main activities of the center are 100% of online public services are designed and redesigned to optimize user experience, when used, pre-filled with updated data through digitization; restructuring processes, simplifying administrative procedures, cutting down on file components that have used population data to ensure "3 increases", "3 decreases", "3 nos".

Increase service quality, increase transparency, publicity, increase satisfaction and trust of organizations and individuals; reduce costs, time to handle administrative procedures, reduce procedures and documents, reduce processing steps in receiving and handling administrative procedures; no inconvenience, harassment, no request for additional documents more than once, no administrative procedures are resolved late.

Improve service quality, implement administrative procedures to reach at least 95%, of which 100% of administrative procedure records are public, transparent in the reception and settlement process so that organizations and individuals can monitor, supervise and evaluate; ensure a unified and synchronized service experience between one-stop departments...

Ensure receiving administrative procedure records "without administrative boundaries"; access to services within a radius of less than 30 minutes of travel or a radius of no more than 5km, support for administrative procedures 24/7 in the electronic environment, direct transaction time no more than 15 minutes/1 record...
