Through inspection and supervision, the Delegation discovered many shortcomings and inadequacies in mine management and exploitation. The Delegation also received recommendations and proposals from mine owners on difficulties and obstacles to report to the Ha Tinh Provincial People's Council in the next session for correction and resolution.
According to data from the Department of Natural Resources and Environment (DONRE) of Ha Tinh, currently, in Ha Tinh province, there are 70 construction material mines licensed by the Provincial People's Committee that are still in effect.
Since the beginning of 2024, the Department of Natural Resources and Environment of Ha Tinh has advised on administrative sanctions against 3 mining enterprises for exceeding capacity.
Ha Tinh Provincial People's Committee also issued two decisions to impose fines totaling 680 million VND.
In particular, the administrative fine for 2/9 Transport and Construction Joint Stock Company was 300 million VND for violating the capacity of mining at the mine in Luu Vinh Son commune, Thach Ha district.
More seriously, in March 2024, Ha Tinh authorities inspected and determined that Hoa Binh Construction and Trading Joint Stock Company (located in Ky Thu commune, Ky Anh district, Ha Tinh province) had exploited Dong Van mountain soil mine in Hung Tri ward, Ky Anh town beyond the boundary with a total area of about 16,897m², the volume of raw soil exploited outside the boundary was 163,942m³.
With the volume of land exploited outside that boundary, the authorities determined that the damage to the state's mineral value was nearly 6.3 billion VND, showing signs of violation according to the provisions of Article 227 of the Penal Code, so the violation file was transferred to the Investigation Police Agency of Ha Tinh Province Police for investigation and handling.
In 2022 and 2023, Ha Tinh authorities discovered 23 mines operating in violation of permitted capacity. Of these, 15 mines exceeded their capacity by less than 15%; 8 mines exceeded their capacity by 15% or more.
The discovery of violations of the law on mineral exploitation exceeding capacity in Ha Tinh in recent times was mainly based on the data on mining output according to the declaration of payment of resource tax and environmental protection fee provided by the Ha Tinh Tax Department.
Therefore, a representative of the Ha Tinh Department of Natural Resources and Environment said that in the coming time, the Department will continue to coordinate with departments, branches and localities to strengthen inspection and supervision of units licensed to exploit minerals in the management area, promptly handle or advise competent authorities to strictly handle violations according to regulations.
Urge and request mineral exploitation units to prepare dossiers to increase exploitation capacity to meet market demand; advise the Provincial People's Committee to process dossiers to increase exploitation capacity of mineral exploitation units according to regulations.
