On November 16, the People's Committee of Quang Binh province announced that it had just issued a document directing the strengthening and tightening of state management of minerals in the area in the context of mineral exploitation activities still having violations.
In recent times, state management of minerals has been strengthened, but through inspection and examination activities, authorities still discovered cases of illegal mineral exploitation, exploitation exceeding reserves and capacity, exploitation outside the licensed area, causing loss of resources and tax revenue.
Recently, Quang Binh Provincial Police decided to prosecute the case and prosecute the defendants for violating regulations on resource exploitation in Le Thuy and Quang Ninh districts.
Two enterprises exploited more than 170,000 cubic meters of minerals beyond the licensed scope; the total value of illegally exploited minerals was more than 21 billion VND.
To strengthen and tighten state management of minerals, the Provincial People's Committee requested the Provincial Department of Natural Resources and Environment to coordinate with relevant units to improve the quality of mineral exploration project appraisal, construction supervision of mineral exploration projects, and dossier appraisal.
At the same time, advise the Provincial People's Committee to approve reserves and grant licenses for mineral exploration and exploitation in accordance with the provisions of law.
The Department of Natural Resources and Environment needs to disseminate and raise businesses' understanding and awareness of the law to limit violations of mineral laws. Especially acts of exploitation that are not in accordance with the content of the license as prescribed, such as: exploitation exceeding capacity, exceeding reserves, exceeding the boundaries of the mineral exploitation license, etc.
Sectors and localities shall advise the Provincial People's Committee to conduct auctions of mineral exploitation rights; review mining areas that have been demarcated as areas not subject to auctions of mineral exploitation rights that are no longer suitable to remove them from areas not subject to auctions of mineral exploitation rights.
