Sending a question to the Government Electronic Information Portal, reader L.N said: "I am a police officer, my father is receiving health insurance under the retirement regime. Please ask, is it possible for my father to transfer health insurance under the regime of relatives of police officers? What are the procedures for implementation?".
Regarding this issue, Hanoi City Social Insurance answers as follows:
Point a, Clause 2, Article 12 of the Law amending and supplementing a number of articles of the Law on Health Insurance No. 51/2024/QH15 stipulates that health insurance participants include: "People who are receiving pensions and monthly unemployment benefits" belonging to group 2 contributed by the social insurance agency.
Clause 3, Article 12 of the Law amending and supplementing a number of articles of the Health Insurance Law No. 51/2024/QH15 stipulates that health insurance participants are relatives of people's army officers, professional soldiers currently on duty; officers, non-commissioned officers and officers, non-commissioned technical officers working in the people's police force; people working in cipher work receiving salaries as soldiers; non-commissioned officers, soldiers of the people's army currently on duty; non-commissioned officers, soldiers on duty in the people's police; military students, police students, cipher students receiving living expenses are Vietnamese people belonging to group 3 paid by the state budget.
Point a, Clause 5, Article 13 of the Law amending and supplementing a number of articles of the Law on Health Insurance No. 51/2024/QH15 stipulates the order of health insurance contributions for cases where one person simultaneously belongs to many different health insurance participants as follows:
People who simultaneously belong to many different health insurance participants specified in Article 12 of this Law shall pay health insurance according to the first subject that person is identified in order of the subjects specified in Article 12 of this Law, except for the cases specified in points c, d, đ, e and g of this clause".
Based on the above regulations, in case his biological father is subject to health insurance according to group No. 2, he is a monthly pensioner, is issued a card according to the retiree subject and is not issued a card according to the relative regime of officers, professional soldiers... working in the People's Police force.
