Permanent Vice Chairman of Hanoi People's Committee Duong Duc Tuan has just signed a document approving the relocation of the electricity and telecommunications systems under the Linh Nam road upgrade and expansion investment project according to the plan.
Accordingly, the Hanoi People's Committee assigned the Department of Construction to guide the People's Committees of the wards: Linh Nam, Vinh Hung, Hoang Mai, Vinh Tuy, Tuong Mai to organize the implementation of the Investment Project according to regulations, ensuring progress.
The People's Committees of Linh Nam, Hoang Mai, Vinh Tuy, and Tuong Mai wards are responsible for closely coordinating with the People's Committees of Vinh Hung Ward (investor) to promptly resolve and remove difficulties and obstacles in site clearance (GPMB), speed up the implementation of the Investment Project, and report to the City People's Committee on contents beyond its authority according to regulations.
The Department of Construction and Finance is responsible for coordinating, guiding, urging, inspecting, and supervising investors in implementing the Investment Project to ensure investment quality, progress, and efficiency and not cause loss, waste, or violation of legal regulations.

The project to upgrade and expand Linh Nam road was approved by the Hanoi People's Committee in 2013.
By August 2024, the Hanoi People's Committee had approved an adjustment to the implementation time of the Linh Nam Road Upgrade and Expansion Project according to the plan, to be completed in 2027.
The reason for the adjustment is due to difficulties and problems in site clearance, leading to the project not ensuring progress.
The project is about 3.4km long, starting at Tam Trinh intersection and ending at Nguyen Khoi dike intersection. Part of the route (from Vinh Hung intersection to Nguyen Khoi dike) is the section of Hanoi Ring Road 2.5.
According to the plan, Linh Nam Street will be expanded on the basis of the existing road, with 2 sections with cross-sections of 22.5m and 40m respectively (meeting 4-6 lanes).
After the operation of the 2-level local government model (1.7), the Hanoi People's Committee assigned the Vinh Hung Ward People's Committee as the investor to implement the project to upgrade and expand Linh Nam road.
The total land area recovered for the project is 98,345.92m2, involving 814 households and 33 organizations in 5 wards including Vinh Tuy, Tuong Mai, Vinh Hung, Hoang Mai and Linh Nam.
According to the investor's representative, the biggest difficulty is currently the complicated origin of land. On the same plot of land, it is possible to intertwine residential land, garden land, pond land, or agricultural land according to Decree 64.
Many households have bought and sold/transacted using handwritten documents, through many owners. When comparing the legal documents, the owner takes a lot of time. This forces relevant units to review extremely carefully.
Currently, the wards are actively coordinating with investors in site clearance. Wards are proactively developing plans and establishing compensation for land acquisition councils in their wards, and reviewing records to deploy work.
