In recent days, many people have been surprised when a notice appeared at the construction site of the National Highway 32 expansion project in Quang Oai commune (Hanoi) with the content: "The investor and contractor are determined to complete the project in 2025, the section from Power Company to the end of Lan Chi Supermarket in Quang Oai commune, Hanoi city".
According to local people, after a long period of sluggish construction, the fact that the investor and contractor set a goal of completing the project this year is also a positive sign.
"There is not much time left until the end of the year, we just hope that the investor will urge the contractor to speed up the construction progress to complete the route as set out, to make traffic convenient and the lives of people along the route will also change" - Ms. Bui Thi Thanh Phuong (29 years old, living next to the project site) said.


Speaking with Lao Dong, Mr. Vu Viet Cuong - Director of the Quang Oai Commune Infrastructure Investment Project Management Board (representative of the investor) said that the project to upgrade and expand National Highway 32, the section passing through Tay Dang town (old Ba Vi district, now Quang Oai commune) phase 1 is about 1.7km long.
Of which, the section from Ba Vi Power Company to the end of Lan Chi Supermarket is about 800m long.
Mr. Cuong said that the continuous storms and rains in recent months have made it impossible for the contractor to carry out construction on site.

Up to now, when the weather is favorable, the contractor has mobilized many machines to implement the construction of project items such as roadbed compaction, crushed stone province, sidewalks, etc.
At the same time, the construction unit is also coordinating with relevant parties to implement the undergrounding of the power system, relocation of the traffic light system at the National Highway 32 - Thanh Nien intersection.
"The investor has urged the contractor to develop a suitable construction organization plan, increase shifts, increase shifts to complete and open the 800m section from Ba Vi Power Company to Lan Chi Supermarket in 2025, helping people travel smoothly" - Mr. Cuong said.
The Investment - Infrastructure Project Management Board also requires contractors to add signs and instructions for traffic safety systems on the route; arrange to increase irrigation to keep the road surface moist, reduce road dust to avoid affecting the visibility of traffic participants.

The remaining section of the route, about 900m long, cannot be constructed synchronously due to land clearance problems.
Mr. Cuong said that there are currently more than 200 households whose land is being reclaimed and cleared to implement the project.
Before the operation of the 2-level local government model, Ba Vi district (old) had approved 67 plans. To date, only 15 households have received compensation.
With the remaining approved plans, local authorities are actively propagating and mobilizing people to receive money and hand over the site.
"We aim to complete the payment of approved plans in 2025 to serve as a springboard to promote site clearance progress in 2026" - Mr. Cuong said.
Currently, the local government has also reported to the Hanoi Department of Construction to extend the project completion time to the end of 2026, 1 year later than the original plan.
