Arrange, consolidate, and adjust the functions and tasks of some departments: merge the Department of Labor - Invalids and Social Affairs and the Department of Home Affairs (name after arrangement: Department of Home Affairs); transfer functions in the field of vocational education in the area to the Department of Education and Training; transfer functions in the field of social protection; children; prevention and control of social evils in the area to the Department of Health.
For the Department of Natural Resources and Environment: District block: transfer the function of natural disaster prevention and specialized agricultural fields (for districts still in the agricultural field) from the Economic Department to the Department of Natural Resources and Environment; the name after the arrangement is the Department of Natural Resources and Environment.
District and town block: Receive the functions of agriculture and rural development, natural disaster prevention from the Economic Department and change the name to the Department of Agriculture and Environment.
The Department of Culture and Information received functions and tasks in the field of science, technology and innovation from the Department of Economics and changed its name to the Department of Culture, Science and Information.
For the Economic Department: District block: transfer the function of natural disaster prevention and control, fields related to agriculture and rural development from the Economic Department to the Department of Natural Resources and Environment; transfer the function related to the field of science, technology and innovation to the Department of Culture and Information; merge with the Urban Management Department and change the name to the Department of Economics, Infrastructure and Urban Areas.
District and town blocks: transfer the functions of agriculture; forestry; irrigation; fisheries; natural disaster prevention and control; quality and safety of agricultural, forestry and fishery products; rural development to the Department of Agriculture and Environment; transfer the functions of science, technology and innovation to the Department of Culture, Science and Information; merge with the Department of Urban Management and change the name to the Department of Economy, Infrastructure and Urban Areas.
Ethnic Affairs Department (currently only 1 department under Ba Vi District People's Committee): Dissolve the Ethnic Affairs Department under Ba Vi District People's Committee, transfer the functions and tasks of the Ethnic Affairs Department to the Department of Internal Affairs.
Organizational structure after rearrangement: Including 10 specialized departments, ensuring the number of departments under the People's Committee according to regulations. Including: Department of Internal Affairs; Department of Justice; Department of Finance; Department of Education and Training; Department of Economy, Infrastructure and Urban Areas; Department of Culture, Science and Information; Department of Health; Inspectorate; Office of the People's Council and People's Committee; Department of Natural Resources and Environment (in districts and towns, it is the Department of Agriculture and Environment).
The City People's Committee requests that in order to promptly issue decisions on the establishment and regulations on the functions and tasks of new departments, the People's Committees of districts, towns and cities shall proactively develop a Project on organizational arrangement (according to the attached form); draft Resolution of the People's Council at the same level on the establishment of specialized departments according to regulations;
Report to the Standing Committee of the Party Committee on the plan to arrange the organization, staffing of each specialized department, and personnel work to submit to the competent authority for promulgation immediately after the National Assembly passes the Law on Organization of Local Government (amended), the Government issues a Decree on the organization of specialized agencies at the provincial and district levels to ensure the apparatus operates continuously, effectively, efficiently, and without legal gaps.
Implementation time: Districts, towns and cities shall complete the issuance of Resolutions on establishment, decisions on staff allocation and decisions on personnel work for specialized departments after reorganizing the apparatus within the period from February 18, 2025 to February 20, 2025.
