After completing the arrangement of district and commune-level administrative units in Ninh Binh province in the 2021-2025 period, the entire Ninh Binh province will have 429 redundant civil servants and workers, including 60 district-level civil servants and 369 commune-level civil servants.
Regarding the plan to handle the above surplus cadres, the representative of the Ninh Binh Provincial Department of Home Affairs said that for the 60 surplus cadres, civil servants, public employees, and district-level workers (still on the payroll) after completing the arrangement of administrative units, the Ninh Binh Provincial People's Committee plans to arrange work at agencies and units in the political system in the province.
As for 369 cadres, civil servants, and part-time workers at the commune level, the Ninh Binh Provincial People's Committee has developed a plan and roadmap to completely resolve these people from 2024 to 2029.
In order to build a streamlined, effective and efficient administrative apparatus and public service units in line with their functions and tasks, meeting the requirements of economic and social development and the process of state administrative reform, in 2025, Ninh Binh province will streamline the payroll for 115 people, including 6 civil servants; 90 public employees; 19 commune-level officials and civil servants.
Regarding the regime for cadres, civil servants and public employees, if they retire before the age prescribed by the Government, redundant cadres will be supported with 3 months of average salary for each year of early retirement.
In case of ceasing to hold a position, quitting a job or retiring before reaching retirement age according to Government regulations or terminating a contract in an administrative agency or public service unit signed under Decree No. 111/2022/ND-CP, 12 months of current salary will be supported.
The level of support for non-professional workers at the commune level, in villages and residential groups who are redundant and retire due to the reorganization of commune-level administrative units, each year of work is supported by 1/2 of the monthly allowance according to current regulations of the positions held. In case the non-professional worker retires, if the support amount received is lower than 1.0 times the basic salary, the support is equal to 1.0 times the basic salary.
On December 10, 2024, the National Assembly Standing Committee passed a Resolution on the establishment of Hoa Lu city as a class I urban area under the province (on the basis of merging the current status of Hoa Lu district and Ninh Binh city).
