After the merger, there are 145 commune-level administrative units.
According to the plan, from December 2024, the two communes of Ha Trach and My Trach (Bo Trach district) will be called by the newly merged name of Ha My commune. These are two of the 11 communes and towns that will be rearranged according to the resolution on the arrangement of commune-level administrative units of Quang Binh province in the period of 2023-2025.
In addition to the new commune Ha My, Bo Trach district will have Ly Nam commune (merging two communes Nam Trach and Ly Trach). Minh Hoa district will establish Tan Thanh commune (on the basis of merging three communes Hoa Phuc, Hoa Tien, Hoa Thanh). Quang Trach district will establish Phu Canh commune (merging two communes Phu Hoa and Canh Hoa). Quang Ninh district will merge Luong Ninh commune into Quan Hau town.
Before the merger, localities proactively informed and propagated to the people, organized to collect voters' opinions to create consensus, trust and support.
Mr. Nguyen Van Hoang, a resident of Luong Ninh commune (Quang Ninh district) shared: The commune clearly informed the people about the upcoming merger.
“We are just concerned about the procedures and personal documents when changing land information. We hope that it will be done smoothly and quickly,” said Mr. Hoang.
After rearranging commune-level administrative units, the province will have 8 district-level administrative units including: 6 districts, 1 town, 1 city and 145 commune-level administrative units, including 122 communes, 15 wards and 8 towns.
After the reorganization, at the commune level, it is expected that there will be nearly 100 redundant cadres and civil servants. The issue of policy support or work arrangements with this force is also being considered. In addition, there is a surplus of administrative headquarters.
Ensure policy regime
On November 25, the People's Committee of Quang Binh province said that it has worked with localities to develop a plan and roadmap to arrange surplus commune-level cadres, civil servants, and part-time workers due to the rearrangement of administrative units in the 2023-2026 period.
It is expected that from now until 2028, 95 cadres and civil servants will be assigned and arranged; the commune health station officials will be assigned to other communes (when officials retire).
In July 2024, the Provincial People's Council issued a resolution stipulating support policies for cadres, civil servants, part-time workers at the commune level and public employees in public service units who quit their jobs due to redundancy when rearranging commune-level administrative units.
For commune-level cadres, civil servants, and public employees in public service units, in addition to the regimes and policies implemented according to regulations, commune-level cadres, civil servants, and public employees who quit their jobs due to redundancy when rearranging commune-level administrative units will be supported with an additional 5 months of current salary/person. For each year of work with social insurance contributions, they will be supported with an additional 1.5 months of basic salary at the time of leaving work.
For part-time workers at the commune level, in addition to the prescribed regimes and policies, each year of work is supported with 2 months of current allowance.
Quang Binh Provincial People's Committee said that regarding the issue of surplus administrative headquarters, the districts will direct the commune level to choose the immediate working headquarters to ensure operations, without affecting or disrupting administrative procedures or causing disruption in the unit. In the long term, there will only be one headquarters.
Localities need to create favorable conditions and quickly resolve procedures for people in the process of transferring related documents from the old administrative unit to the new administrative unit.
