Officially converting to using personal identification numbers and ID cards to replace social insurance codes from September 1st

The conversion to using personal identification numbers/citizen ID cards to replace social insurance codes will be implemented in 2 phases.

On August 27, 2026, Vietnam Social Security organized an online conference to train and deploy the conversion of personal identification number/citizen identification card (ID/CCCD) to replace the social insurance code and management code set on the professional software of Vietnam Social Security.

Ensure accurate data, stable system operation

Deputy Director of Vietnam Social Security Chu Manh Sinh emphasized that the conversion to using the ID card/CCCD number to replace the social insurance code and the management code set is a task with a scope of the entire system, directly affecting the data of participants, beneficiaries and the process of resolving regimes and policies.

Therefore, the consistent requirement is to deploy on schedule, accurately, safely, synchronously, fully preserve data and not interrupt professional activities, and not affect the legitimate rights and interests of participants and policy beneficiaries.

To ensure that the conversion is implemented uniformly on nghiệp vụ software, Vietnam Social Security has issued Plan No. 3115/KH-BHXH dated August 13, 2026 on converting social insurance codes to ĐDCN/CCCD numbers and management code sets on nghiệp vụ software.

The goal is to unify the use of DDCN/CCCD numbers to replace social insurance codes according to the policy of developing digital data and electronic identification; while ensuring safety, accuracy and continuously maintaining management activities, resolving regimes, policies, and electronic transactions.

For participants and beneficiaries, this can be understood as changing the way the system recognizes and manages information on nghiệp vụ software.

The conversion process must ensure data integrity, fully inherit transaction history, participation process, process of enjoying social insurance, health insurance, unemployment insurance regimes and electronic records that have arisen; do not let system conversion become a cause of delay or interruption in resolving the rights of participants.

Transformation in 2 phases

Phase 1 - Data standardization, system preparation (from August 15, 2026 to before September 1, 2026): The entire system focuses on completing the standardization of data on participants and units participating in social insurance and health insurance, ensuring sufficient conditions for conversion to ID card/CCCD number and management code set.

At the same time, complete upgrading, testing software, preparing technical infrastructure, data backup, recovery plans and incident handling scenarios.

In this phase, units focus on reviewing, updating, adjusting, "cleaning", "standardizing" data of participants who do not have ID/CCCD numbers, have not been verified, or have information that does not match the National Population Database.

Deviations must be identified and processed before conversion to limit errors when the system operates according to the new identification code.

Phase 2 - Data conversion and operation (starting from September 1, 2026): implement centralized conversion across all nghiệp vụ systems.

Vietnam Social Security requires that in each conversion phase, it is necessary to check the results, monitor cases that have not been successfully converted, analyze the causes and handle them promptly. Issues that may affect the progress, data security or the rights of participants and beneficiaries must be reported and coordinated for immediate handling.

Social Insurance of provinces and cities proactively and drastically implements conversion

For social insurance agencies of provinces and cities, Deputy Director of Vietnam Social Security Chu Manh Sinh requested to focus on fully absorbing the contents disseminated and guided at the Conference and seriously organize the implementation of assigned tasks.

The responsibility of the head must be linked to the implementation results; clearly assigning the presiding unit, focal officers and completion deadlines; strengthening coordination between professional departments and information technology, proactively handling difficulties, and not allowing bottlenecks to arise affecting the overall progress and the rights of participants.

The Director of the Provincial Social Insurance must directly direct and be fully responsible for the results of implementation in the locality. Each locality must develop a specific plan, clearly assigning leaders in charge, professional units, grassroots social insurance and focal officers.

Before the transition period, provincial and city social insurance must focus at the highest level on reviewing, cleaning and standardizing data; clearly identifying the causes and cadres handling each case that does not meet the conditions. Do not allow the existence of cases where data has not been processed but the cause is unclear or the unit or individual responsible is unclear.

In the process of operation, localities must monitor daily the number of unsuccessful conversion cases, analyze the causes and update the handling results.

When problems arise that may affect the progress, data security or the rights of participants and beneficiaries, the unit must report and coordinate to handle them promptly, not allowing prolonged backlog after each conversion period.

Ensuring the rights of participants throughout the transition process

Vietnam Social Security determines that maintaining continuous professional activities and ensuring the rights of participants and beneficiaries is a mandatory requirement throughout the transition process. Dossiers related to resolving social insurance benefits, health insurance medical examination and treatment, collection, issuance of books and cards, electronic transactions and payments must be processed smoothly.

In case problems arise due to code conversion or data synchronization, units must proactively coordinate to overcome them, prioritize handling to prevent people and businesses from being affected in their rights due to the system conversion.

Along with that, nghiệp vụ and information technology units must coordinate to test, synchronize data, detect and promptly handle arising errors, and minimize the risk of affecting nghiệp vụ operations.
