On August 10, information from the People's Committee of Lang Son province said that the province has just approved the investment policy and also approved Dinh Lap 1.1 Wind Power Joint Stock Company as the investor of the project of the same name.
The factory is built in Dinh Lap and Kien Moc communes, on an expected area of 32.5 ha. Of which, 17.5 ha of land is used for a limited time, and 15 ha is temporarily used during construction.
The project has a designed capacity of 50 MW, including foundation system, wind turbine tower, auxiliary equipment; lightning protection system, ground connection, lighting and fire prevention and fighting.
The investor also built an operating house, equipment gathering yard and roads to serve construction and operation.
To connect the plant to the power system, the project will install a 110 kV transformer, with a capacity of 63 MVA at the 110 kV Dinh Lap 1 Wind Power substation.
Medium-voltage lines leading electricity from turbines to transformer stations are also invested in.
The total project capital is 2,192 billion VND, including more than 328 billion VND of capital contribution from investors and more than 1,863 billion VND of loans from credit institutions. The operating term of the factory is 50 years.
According to the plan, investment preparation will be carried out from the third quarter of 2026 to the second quarter of 2027. The plant will be built from the third quarter of 2027 to the third quarter of 2028, completed and put into operation in the fourth quarter of 2028.
Lang Son Provincial People's Committee requests the enterprise to complete the deposit or have a bank guarantee to ensure project implementation within three months from the date the decision is issued. If this obligation is not fulfilled, the project may be terminated according to regulations.
Investors must advance site clearance costs, coordinate with localities to compensate, support and resettle; and at the same time renovate and expand some traffic routes to serve construction.
The project will only be implemented after completing procedures on land, construction, environment, forestry and related conditions.
Due to being located in an area with particularly difficult socio-economic conditions and belonging to the field of renewable energy, Dinh Lap 1.1 Wind Power Plant is entitled to investment incentive policies according to regulations.
