Investor repeatedly delays land handover
Lao Dong Newspaper has reported the incident of dozens of households signing deposit contracts and receiving land transfers at the Quang Trung - Quang Vinh Residential Area Project (Phan Dinh Phung ward, Thai Nguyen province) being upset because after many years, the land has not been handed over as committed.
Implemented since 2017 by Anh Thang Mineral and Real Estate Co., Ltd. (Anh Thang Company) as the investor, according to the approval, the project must be completed by the end of 2018, but to date, nearly 10 years have passed, the project is still unfinished.
Unable to complete on schedule, in October 2019, Anh Thang Company signed the transfer of all 234 land plots under the project to Thien Loc Investment - Construction Joint Stock Company (Thien Loc Company).
After receiving the transfer, Thien Loc Company continued to sign a deposit contract to ensure the signing of a land use right transfer contract with households.
Mr. Nguyen Van Dai (Phan Dinh Phung ward, Thai Nguyen province) angrily said: "I signed a deposit contract to buy land from November 2021. Initially, Thien Loc Company committed to hand over the site in the fourth quarter of 2022, possibly extending it for another 6 months. Up to now, the land is still nowhere to be seen.
In June 2024, households conducted dialogues with Thien Loc Company. This unit committed that land plots that have been granted red books will sign contracts to hand over to people no later than December 31, 2024, but by this time milestone, land handover could still not be carried out.
To soothe people's frustration, Thien Loc Company promised to continue to apply for project extension and continue implementation in November 2025. If people still need to take land (according to the signed contract), land will be handed over no later than March 2026.
The commitment is so, but so far the project has not been extended, and the rights of dozens of households have not been guaranteed.
At a meeting with reporters, Mr. Vu Van Truong - General Director of Thien Loc Company said that the unit has only signed investment cooperation contracts and deposit contracts with people.
The responsibility for infrastructure deployment belongs to my unit. The project progress is affected because some locations cannot be cleared, this is the responsibility of Anh Thang Company," Mr. Truong said.
Dozens of transferred land plots mortgaged to banks
In 2020, Anh Thang Company used land use right certificates of 26 plots of the Quang Trung - Quang Vinh Residential Area project as collateral to borrow capital from the bank.
It is worth mentioning that these land plots that were mortgaged were previously signed a transfer contract by Anh Thang Company and received money from people.
According to the minutes of the working session between the two parties, Anh Thang Company must be responsible for paying the bank loan and taking the land use right certificates of these 26 mortgaged land plots," affirmed the General Director of Thien Loc Company.
Due to financial difficulties, Anh Thang Company has not yet paid the loan to the bank, leading to a dispute. Currently, the case file is being accepted and resolved by the People's Court of Thai Nguyen Region 1.
On August 20, in an exchange with reporters, Mr. Vu Anh Thang - Director of Anh Thang Company said: "The company is actively resolving, in the following month (September 2026) it will fulfill its obligations to the bank and get back the papers of the mortgaged land plots".
According to documents PV obtained, in March 2026, the Department of Construction of Thai Nguyen province issued document 1540 responding to the petitions of people buying land at the Quang Trung - Quang Vinh Residential Area Project.
The project has not been notified in writing by the Provincial People's Committee or the Department of Construction that the land has infrastructure and is allowed to be transferred in the form of subdivision and sale of land plots for people to build their own houses; notification that houses formed in the future are eligible for sale or lease-purchase", document 1540 of the Thai Nguyen Provincial Department of Construction clearly states.
Although not yet allowed to transfer, Anh Thang Company has signed many transfer contracts and received money from people. Some people even paid over 95% of the land plot value.
It is known that up to now, the Department of Construction of Thai Nguyen province has not yet issued a document notifying that the Quang Trung - Quang Vinh Residential Area project is allowed to be transferred in the form of land subdivision and sale for people to build their own houses.
