On the morning of December 19, in Da Huoai commune, Lam Dong Provincial People's Committee held a groundbreaking ceremony for the Tan Phu - Bao Loc expressway construction project under the public-private partnership (PPP) method.

The ceremony was attended by representatives of the leaders of the Ministry of National Defense; leaders and former leaders of the Provincial Party Committee, People's Council, People's Committee of Lam Dong province; socio-political organizations, investors and a large number of local people.

The groundbreaking ceremony of the Tan Phu - Bao Loc Expressway is one of 79 points of the National Television Bridge, participating in a series of events to start construction, inaugurate, and open technical traffic for projects and works to celebrate the 14th National Congress of the Party.
The project was approved by the Prime Minister in Decision No. 1386/QD-TTg dated November 10, 2022. This is a group A project, a level I road traffic project, with a total length of 65.88km, of which the section through Dong Nai province is 11.91km long, the section through Lam Dong province is 53.97km long.

The starting point of the route coincides with the end point of the Dau Giay - Tan Phu Expressway Project at the direct overpass at the National Highway 20 intersection (Phu Lam commune, Dong Nai province). The end point of the route connects with Nguyen Van Cu Street, in Ward 1, Bao Loc City, Lam Dong Province.
According to the current design, in the completed phase, the expressway has a scale of 4 lanes, with a design speed of 80km/h. The phased phase also has a scale of 4 lanes, a roadbed width of 17m, and a non-continuous emergency lane.
The project is synchronously invested in items serving exploitation and operation such as smart traffic control center, toll station, rescue - rescue station, rest stop and load control system.

The total investment for the phased period is about VND 18,002 billion, of which the State budget is VND 6,500 billion (accounting for 36.11%), the investor's capital is about VND 11,502 billion (accounting for 63.89%).
The expected time for fee collection and capital recovery is 23 years and 9 months. The project has been implemented since 2022 and is expected to be completed in 2027.
Son Hai Group Expressway Investor, with a total investment capital (excluding site clearance costs) of VND14,475 billion. Up to now, Lam Dong and Dong Nai provinces have completed the marking and handover of site clearance stakes in localities where the expressway passes through.

It is expected that by the end of December 2025, Lam Dong province will approve the compensation, support, land acquisition and site handover plan for the investor for construction.
Mr. Nguyen Viet Hai, representative of Son Hai Group, said that this is a large-scale BOT project with complex construction conditions, while the implementation period is only about 25 months. From practical implementation and terrain conditions, the investor proposed to adjust the design speed from 80km/h to 100km/h to exploit the route more effectively.
The investor also recommended that local authorities soon complete site clearance to be able to organize simultaneous construction. The delay in handing over the site could lead to price slides, increase investment costs and affect project progress.

Speaking at the groundbreaking ceremony, Vice Chairman of Lam Dong Provincial People's Committee Vo Ngoc Hiep emphasized that the Tan Phu - Bao Loc Expressway Project is a key transport infrastructure project, of special importance to the socio-economic development of Lam Dong province, the Central Highlands and the Southeast region.
When completed, the expressway will shorten travel time between Lam Dong and the Southeast provinces, reduce the load on National Highway 20, and overcome black spots for traffic accidents, especially in the Bao Loc Pass area.
At the same time, the route opens up new development space, creating conditions to attract investment in the fields of tourism, trade, and services, contributing to promoting sustainable economic and social growth.

The project also demonstrates Lam Dong province's determination to implement major policies of the Party and State on developing transport infrastructure, contributing to realizing the goal of having about 5,000km of highways nationwide by 2030.
Previously, on June 29, 2025, Lam Dong province started the Bao Loc - Lien Khuong Expressway Project. The Tan Phu - Bao Loc and Bao Loc - Lien Khuong projects are the sections of the Dau Giay - Lien Khuong expressway with a length of about 200km.

When completed, the entire route will connect Lam Dong with Ho Chi Minh City and the Southeast provinces completely by expressway, creating new momentum for the socio-economic development of the locality and the region.
