The Ministry of Construction has just issued document No.: 14629/BXD-VT&ATGT dated September 16, 2026 on proactively responding to floods on river routes sent to the Departments of: Roads of Vietnam, Vietnam Railways, Maritime and Waterway of Vietnam, Vietnam Airlines, Economics - Construction Investment Management; Departments of Construction of provinces: Phu Tho, Ninh Binh, Thanh Hoa; Vietnam National Railways Group.
Implementing Official Dispatch No. 53/CD-BCĐ-BNNMT dated September 16, 2026 of the National Steering Committee for Civil Defense on proactively responding to floods; according to the bulletin of the National Center for Hydro-Meteorological Forecasting, floods on the Boi River (Phu Tho) at Hung Thi station are rising rapidly, the water level at 7:00 AM on September 16, 2026 is 13.83m, above alarm level 3 by 0.83m. It is forecast that floods on the Boi River will continue to rise above alarm level 3 by about 3m; some rivers in Thanh Hoa and Ninh Binh are at alarm level 2, in some places above alarm level 3.
To proactively respond to floods on river routes, the Ministry of Construction requests agencies and units to closely monitor the developments of rain and floods according to their assigned functions, tasks, and authority to promptly and proactively implement appropriate response measures to ensure traffic safety and safety for works.
Organize forces to guard, control, support, and guide to ensure traffic safety for people and vehicles, especially at underpasses, spillways, deeply flooded areas, and fast-flowing water; resolutely not allow people and vehicles to pass if safety is not ensured, not to cause unfortunate casualties due to carelessness or subjectivity; arrange forces, materials, and vehicles to overcome incidents, ensuring smooth traffic on major traffic axes when heavy rain and flooding occur.
Direct the Inland Waterway Port Authority to coordinate with local functional forces to review and firmly grasp the number of waterway transport vehicles anchored in anchorage areas, river mouths, sea mouths, and channels in flood-affected areas; review, inspect, and request vehicles not to anchor in areas near river crossing works; regularly monitor and grasp the situation, if vehicles are detected drifting, they must promptly notify functional agencies for handling.
Continue to maintain 24/24h duty and reporting regime according to regulations to the Civil Defense Command of the Ministry of Construction.
