Hanoi - Bui River flood exceeds alarm level III, water continues to rise, causing many areas in Quang Bi to be deeply flooded. People are evacuated, many temporary bridges are prohibited from crossing.

According to the Northern Hydrometeorological Station, at 3:00 PM on September 16, the water level of the Bui River at Yen Duyet station reached 7.20m, 0.20m higher than alarm level III and continued to rise.

It is forecasted that in the night of September 16 and September 17, the Bui River flood will continue to rise. The water level is likely to reach 7.30m at 9:00 PM on September 16; 7.35m at 3:00 AM on September 17 and maintain about 7.40m from 9:00 AM to 3:00 PM on September 17, about 0.40m higher than alarm level III.

Rising floodwaters increase the risk of deep flooding in low-lying areas and riverside areas in Quang Bi, Xuan Mai, Phu Nghia, Phu Cat and Tran Phu communes. The risk of riverbank erosion is also increasing, affecting the safety of dykes, bridges, culverts, underpasses, spillways and riverside roads.

Meanwhile, the water level on the Tich and Day rivers is also rising. At 3:00 PM on September 16, the Tich River water level in Vinh Phuc reached 7.96m, 0.04m lower than alarm level III; in Kim Quan reached 8.02m, 0.38m lower than alarm level III. It is forecast that by 3:00 PM on September 17, the water level in Vinh Phuc may be 0.35m higher than alarm level III.

The areas of Son Tay, Phuc Tho, Doai Phuong, Thach That, Ha Bang and Tay Phuong are warned of flooding risk.

On the Day River, the water level at 3:00 PM on September 16 reached 6.04m, 0.54m higher than alarm level I. The flood peak at Ba Tha station is forecast to be about 6.85m, above alarm level II. The downstream of the Red River and Duong River will continue to tend to increase in the coming days.

Recorded in Quang Bi commune on the afternoon of September 16, the Bui River water rose, causing many households in Ninh Kieu village to be deeply flooded. Hundreds of people had to evacuate urgently.

Talking to a reporter from Lao Dong Newspaper, Ms. Phung Thi Ha - Head of Ninh Kieu village said that the whole village has 3,887 people, and Dong Dau hamlet alone has 632 people suffering from flooding.

According to Ms. Ha, from 4 pm on September 15, immediately after the water rose, local authorities announced and organized the relocation of people, prioritizing the elderly and young children from the deep flooded area. Up to now, all the elderly and young children have been moved to safe temporary shelters.

Functional forces coordinate with people to support transportation, elevate property, and limit damage caused by floodwaters.

According to Ms. Ha Thi Minh, a resident of Ninh Kieu village, floodwaters have flooded into the yard and gate area of many households. Her family proactively raised tables and chairs, property to avoid damage, and at the same time took people to safe shelters. Ms. Minh stayed to look after the property and said she would proactively move if the water continued to rise.

To ensure safety, the People's Committee of Quang Bi commune has announced a temporary ban on people and vehicles from traveling through Lam Dien pontoon bridge, An Hien pontoon bridge, Mai bridge and some temporary bridges connecting Quang Bi commune with Binh Minh commune, Thanh Oai commune due to flooding.

Functional forces set up barriers and warning signs in bridge areas. People are required to strictly comply with the prohibition order, not to arbitrarily dismantle barriers or intentionally pass through dangerous areas.

Along with evacuation work, the electricity sector urgently deploys a plan to ensure the safety of the power grid. According to Mr. Nguyen Hung - an official of Ung Hoa Power Company in charge of the Quang Bi commune area, the electricity force is patrolling households, implementing power cuts at unsafe points. If the water continues to rise, the electricity sector will separate and cut off power sources throughout the area to prevent incidents.

By 5 pm on September 16, the entire Ninh Kieu village had been cut off from electricity to ensure safety.

The electricity industry also supports electricity sources to serve drainage pumping stations. However, the excessively high river water level makes the pumped water at risk of flowing back into the fields, causing difficulties for drainage. Some pumping stations have to be temporarily closed, while the remaining stations continue to operate.
