On July 13, Politburo member and Prime Minister Pham Minh Chinh chaired a conference on the implementation of the two-level local government model; progress of implementing key transport projects and sustainable development of 1 million hectares of specialized rice in the Mekong Delta. This is Prime Minister Pham Minh Chinh's first working trip to the Mekong Delta since the rearrangement of provinces/cities and the implementation of 2-level local governance from July 1, 2025.
Speaking at the conference, Prime Minister Pham Minh Chinh said that, implementing the direction of General Secretary To Lam, the Prime Minister worked with ministries, branches and provinces and cities in the Mekong Delta to assess the implementation of 3 important contents.

In particular, there is a grasp of the situation of organizing and operating local government at 2 levels, with the motto "it is difficult to be smooth and perfect right away because there is a need for time; but we must strive to organize operations as smoothly and perfectly as possible".
Along with that, review the implementation of important transportation and infrastructure projects in the Mekong Delta; the implementation of plans and transitional projects, especially the construction of infrastructure to serve the APEC 2027 Conference, the expressway system in the Mekong Delta region and connect with the expressway system in the Southern region and nationwide.
The conference also reviewed the implementation of the Sustainable Development Project of 1 million hectares of high-quality, low-emission specialized rice in the Mekong Delta to ensure a stable source of high-quality rice for consumption and export...

At the conference, Chairman of Can Tho City People's Committee Tran Van Lau proposed that the Prime Minister allow Can Tho to request additional special mechanisms after merging provinces/cities to serve as a driving force for the development of the Mekong Delta region.
