On April 2, Chairman of Lang Son Provincial People's Committee Ho Tien Thieu inspected the site of the Km18 - Km80 upgrade project, National Highway 4B.
This is a traffic route that plays a key role in the regional linkage between Lang Son, Quang Ninh and Cao Bang.
According to an update from the Lang Son Provincial Project Management Board, by April 1, Loc Binh and Dinh Lap districts had completed the handover of over 63.1 km of the total 63.3 km.
The remaining 0.27 km is still stuck because it has not been resolved with 4 households. Some items of relocation of technical infrastructure have not been completed, while the resettlement area in Dinh Lap is being accelerated.
Regarding construction and installation, contractors in packages 7 and 8 have mobilized total forces with more than 200 machines and equipment and about 500 workers working continuously.
By early April, the project had completed 62% of the excavation volume and 49% of the embankment. The three new bridges have been basically completed, while the renovated and expanded bridges have reached about 60% of the volume.
The asphalt paving work has now reached 11 km, equivalent to 18% of the entire route. The total value of the volume is estimated at VND552 billion, accounting for about 34.4% of the contract value.
Also at the meeting, the investor asked the local authorities to accept the relocation of low voltage lines and approve the settlement plan for site clearance in the second quarter of this year. At the same time, proposing to organize working with telecommunications units was also launched to promote the progress of the cable system relocation in April.
The contractor expressed its determination to speed up the progress through adding more equipment, human resources and overtime, and working in additional shifts. At the same time, it is recommended that design adjustments be approved soon to have a legal basis for implementing construction on schedule.
Mr. Ho Tien Thieu emphasized the strategic role of the route for inter-regional development. The project is directed by the Central Government to be completed in September 2025, so reorganizing the detailed construction progress by week, increasing shifts, and adding machinery is a mandatory requirement for contractors.
Investors and supervision consultants are required to tighten management of construction progress and quality, while strictly handling violations of technical procedures. Capital disbursement also needs to be promoted to ensure investment efficiency and contribute to stimulating local economic growth.
Regarding site clearance, the Chairman of the Provincial People's Committee acknowledged the efforts of Loc Binh and Dinh Lap. In the coming period, the two districts need to continue to direct strongly to complete the acceptance of technical infrastructure for relocation before April 20. The resettlement area in Dinh Lap must be completed in May and finalized in June 2025.
