Many key projects are waiting for clean land to start construction, so if the approval is delayed, it will affect the progress of public investment disbursement and attracting non-budgetary investment".
According to the leader of the Provincial People's Committee, all proposed projects must comply with the provincial planning for the period 2021-2030, have a clear investment policy, capital mobilization capability and be shown in detail on the district-level land use plan map.
According to the 2024 Land Law, the recovery or conversion of land use purposes for rice cultivation, protective forest land, special-use forests, and production forests must be approved by the Provincial People's Council before the Provincial People's Committee approves the land use plan.
The implementation will only be implemented after the resolution is issued and fully meets legal conditions, planning, and technical criteria.
"We are committed to that the land recovery and conversion will be carried out publicly, transparently, in accordance with legal regulations and with full consultation with affected people," Mr. Quynh emphasized.
