On August 7, Chairman of Phu Quoc Special Economic Zone People's Committee (An Giang) Tran Minh Khoa directly worked with Ms. H.T. L.A (born in 1992) and her husband, Mr. N.C.B (residing in Hanoi City), who had petitions for help in the case of signs of fraud and appropriation of property for land transactions in the area.
According to reflections and denunciation documents, Ms. A and her husband trusted to transfer the land plot in Bai Thom (belonging to Phu Quoc special zone) through the introduction, commitment and organization of Mr. N.V.T.
The total amount of money her family handed over to Mr. T was 13.75 billion VND. After that, Mr. T gave the reason of carrying out procedures to issue the book and complete the dossier to request to pay an additional 3.5 billion VND, even demanding an additional 5 billion VND.
However, after receiving the money, the legal procedures could not be completed as committed. After inquiring carefully, Ms. A's family discovered that the land introduced was actually in the area managed by the State (forest boundary land), completely not eligible for transfer or issuance of land use right certificates. As a result, Ms. A's family fell into a deadlock and exhaustion when they had to bear a bank debt of up to 17 billion VND.
Helpless in the face of the prolonged case, Ms. A said that the case was prosecuted from December 29, 2025. Since then, she has sent many petitions requesting notification of progress, requesting appraisal, confrontation, requesting clarification of cash flow, verifying footage extracts and requesting to prevent the transfer and embezzlement of assets... but so far her family has not received a clear answer. Therefore, for more than a month now, she has been online appealing to all levels of government and functional agencies to quickly investigate and soon prosecute the accused.
Directly listening to and receiving dossiers from people, Chairman of Phu Quoc Special Zone People's Committee Tran Minh Khoa affirmed that the local government pays special attention and will seriously and objectively handle citizens' reflections.
The Chairman of the People's Committee of the special zone has directed specialized departments directly under it to review the entire origin, legal status and current management status of the land area in Bai Thom in accordance with the scope of local management. At the same time, the special zone government will summarize information, coordinate and transfer dossiers and recommendations to the Investigation Police Agency of An Giang Provincial Police (the unit that initiated the case) to speed up the investigation and clarify the personal responsibility of Mr. N.V.T and related subjects.
In addition, the government also acknowledged the urgent petitions of the people regarding verifying cash flow, preventing the risk of asset embezzlement or illegal exit, applying measures to seize and freeze assets to ensure the ability to remedy consequences and protect the legitimate rights of victims.
