Prime Minister Pham Minh Chinh has just signed and issued Official Dispatch No. 109/CD-TTg on the drastic and synchronous implementation of solutions to prevent and control African swine fever.
According to the report of the Ministry of Agriculture and Environment, since the beginning of the year, the whole country has had over 514 African swine fever outbreaks (DTLCP) in 28/34 provinces and cities. The number of pigs that were stuck, died and destroyed was over 30,000.
Currently, the whole country has 248 outbreaks in 20 provinces and cities (after the merger) in less than 21 days. The risk of DTLCP epidemics tends to increase, especially in localities with large herds, negatively affecting the pig farming industry, food supply and the environment.
To prevent, combat and control the DTLCP epidemic in a timely and effective manner, the Prime Minister requested the Chairmen of the People's Committees of provinces and cities to direct and mobilize forces and legal resources to promptly detect and completely handle outbreaks, prevent outbreaks, limit the emergence of new outbreaks; resolutely handle the destruction of disease-prone pigs and suspected diseases.
Proactively implement policies to support livestock farmers affected by epidemics in accordance with the provisions of law; prevent and strictly handle cases of buying, selling, transporting sick pigs, dumping dead pigs that spread epidemics and pollute the environment.
Do not let the arrangement of organizations and apparatus in localities affect disease prevention, control and control.
Direct specialized agencies to guide livestock farmers to increase the application of disease prevention and hygiene measures for livestock farming; focus resources to organize the construction of disease-free livestock facilities and areas; proactively isolate and completely handle outbreaks from the time they are first detected; strictly handle cases of covering up epidemics and slow reporting, causing disease spread.
Strengthen quarantine management, control of transportation of pigs and pig products; organize prevention and strictly handle cases of illegal transportation of pigs and pig products across the border.
Strengthen inspection, supervision, detection and strict handling of cases of trading, transporting, and slaughtering pigs that do not meet requirements on disease prevention and control, and food safety.
Organize working groups to inspect and urge the work of preventing and controlling animal diseases; build disease-free livestock chains and areas.
Chairmen of People's Committees of provinces and cities are responsible to the Prime Minister and before the law if they are subjective, negligent, or irresponsible in leading and directing the spread of DTLCP epidemics on a large scale, causing great damage in the management area.
The Prime Minister assigned the Ministry of National Defense to direct the Border Guard force to closely coordinate with functional units of ministries, branches and local authorities to strictly handle cases of illegal import of pigs and pig products.
The Ministry of Public Security directs units and police of localities to coordinate with the functional forces of the Ministry of National Defense, the Ministry of Industry and Trade, the Ministry of Finance, the Ministry of Agriculture and Environment and local authorities in preventing and strictly handling cases of smuggling and illegal transportation of pigs and pig products according to the provisions of law.
The Ministry of Finance promptly directs and allocates funding sources for animal disease prevention and control, including DTLCP diseases in accordance with legal regulations, to prevent corruption, loss, waste and negativity.
