On July 17, the Prime Minister signed Official Dispatch No. 110/CD-TTg on continuing to focus on implementing the Central Resolution, the conclusion of the Politburo, the Secretariat on reorganizing the apparatus and administrative units.
Regarding the reception and settlement of administrative procedures related to land, the Prime Minister assigned ministers, heads of ministerial-level agencies, and chairmen of People's Committees of provinces and centrally run cities to continue organizing the reception and settlement of administrative procedures in provinces and cities.
Ensure the maintenance and improvement of people and businesses' satisfaction with the quality of services of state agencies.
The Ministries of Agriculture and Environment and Justice urgently coordinate to send staff to the grassroots to grasp the situation, propose solutions to remove difficulties, handle arising issues under their functions and tasks, especially administrative procedures related to land, site clearance, determination of land sovereignty and issuance of red books... (to be completed before August 1, 2025).
The Ministry of Agriculture and Environment reviews and standardizes the published administrative procedures on land, ensuring that the implementation of administrative procedures does not depend on administrative boundaries within the provincial level at the provincial and commune-level Public Administration Service Centers in accordance with the direction (to be completed before July 20, 2025).
Urgently complete the construction of a national land database, connect and connect smoothly with the tax system, national database on population and enterprises, National Public Service Portal and Provincial-level administrative procedure settlement information system to serve the settlement of administrative procedures.
The People's Committees of provinces and centrally run cities review and ensure human resources, facilities, and equipment at the Provincial and Commune Public Administration Service Centers, especially in areas where large records arise at the commune level such as: civil status, land, business household registration, construction, ... and new areas that are decentralized and have authority.
Ensure that the implementation of administrative procedures does not depend on administrative boundaries within the provincial level, does not leave any bottlenecks or delays in handling administrative procedures and public services (to be completed before July 20, 2025).
Regarding the tasks that have been decentralized to localities, the Prime Minister requested ministries and ministerial-level agencies to regularly inspect, monitor and guide the implementation of regulations on functions, tasks, and organizational structure of agencies, units, and organizations in the administrative agency system at the central and local levels, including the tasks that have been decentralized to localities.
Report to the Prime Minister the above contents before Thursday every week through the Government Office and the Ministry of Home Affairs (so that the Ministry of Home Affairs can compile them in the Government's weekly report to send to the agencies according to regulations).
Regarding power supply and digital technology coverage, the Prime Minister assigned the Ministry of Finance to direct the Vietnam Electricity Group to coordinate with the Ministry of Industry and Trade and relevant parties to review and urgently provide electricity to eliminate power shortages in villages and hamlets across the country (to be completed before October 1, 2025).
The Ministry of Science and Technology monitors and urges progress, ensuring the completion of "eliminating wave- dropped points" so that villages and hamlets have access to digital transformation (to be completed before October 1, 2025).
