Slow progress despite specific instructions
The Dung Quat - Sa Huynh coastal road project, phase IIb, has a total investment of nearly 900 billion VND, the route length is more than 16.2 km, including 4 sections passing through Binh Son district, Quang Ngai city and Mo Duc district. The project is invested by the Quang Ngai Provincial Traffic Construction Investment Project Management Board. The project implementation period is from 2022 to 2025. Although the deadline for completion is approaching, the project is struggling due to land clearance problems.
Talking to reporters of Lao Dong Newspaper, the investor's representative said that the site clearance work was delayed, not ensuring the site handover for construction. From 2024 to now, no compensation plan has been approved, leading to limited site handover for construction and little progress. The section through Quang Ngai city has not been able to hand over more land since 2024, the section through Binh Son district has only handed over an additional 300m.

The site clearance progress is delayed due to many problems in the past due to the delay in completing specific land price determination, regulations on compensation, support for resettlement problems... so it is not possible to establish, complete, submit for appraisal and approval compensation plans.
By the time Decision No. 20/2025/QD-UBND of the Provincial People's Committee took effect on March 21, 2025, the above problems had been basically resolved. However, for the two localities of Binh Son district and Quang Ngai city, no compensation plan has been approved.
Overlapping problems from site clearance to titanium planning
To speed up the project implementation, the Chairman of the Provincial People's Committee has given specific instructions on the progress, area of plan approval and handover of land for each district-level area each month (completing all site clearance work in June 2025) in Notice No. 148/TB-UBND dated March 25, 2025. However, the current progress is not up to the requirements (it is expected that by the end of June 2025, it will only reach 71%, compared to the requirements according to the direction of the Chairman of the Provincial People's Committee).
The reason is that the progress of preparing, submitting for appraisal and approving the plan of the Provincial Land Fund Development Center is slower than the plan, and the required area has not been guaranteed. The appraisal and approval of compensation plans will take a long time (in Quang Ngai City alone, it usually takes more than 1 month from the date of appraisal and approval). In addition, the quality of the plan is not high, and it must be edited after the appraisal...
Binh Son District People's Committee is late in determining specific land prices for residential land (recently issued the Notice of Results of Land Price Appraisal on May 19, 2025) and late in adjusting specific land prices for agricultural land according to the request of the superior agency (requested to be completed in March 2025 but has not yet been completed).
In addition, the Investor also said that the project overlaps with the planning boundary for titanium mineral exploration and exploitation approved by the Prime Minister in Decision No. 866/QD-TTg dated July 18, 2023 (section Km76+230 - Km82+00, section through Mo Duc district, so the project implementation progress has not been guaranteed to comply with the original plan.
The construction implementation is slow, not meeting the requirements, mainly due to the low area of the handed over site, not being seamless and broken sections in weak soil locations (section through Binh Chau commune, Binh Son district), so it is not possible to carry out additional construction, leading to delays in progress.
