The Chairman of Son La Provincial People's Committee has just signed a Decision to establish a Steering Committee for implementing the National Target Programs (NTPs) of Son La province for the period 2026-2030 to unify the direction, coordination and organization of the implementation of programs in the area.
According to the Decision issued on December 16, 2026, the Steering Committee is headed by Chairman of the Provincial People's Committee Nguyen Dinh Viet.
The Vice Chairmen of the Provincial People's Committee hold the position of Deputy Heads. Members of the Steering Committee include leaders of departments, agencies, branches, and related units.
The Steering Committee has the task of advising the Provincial People's Committee to direct, coordinate and handle inter-sectoral issues in the process of implementing the National Target Programs for the 2026-2030 period.
Accordingly, the Steering Committee will perform the task of researching and proposing guidelines, mechanisms, and policies; directing the development of medium-term and annual plans.
Urge, inspect, supervise, and evaluate the results of implementation; remove difficulties and obstacles in the implementation process; and at the same time organize preliminary and final reviews according to regulations.
Programs within the scope of direction include: National Target Program on building new rural areas; National Target Program on sustainable poverty reduction and socio-economic development in ethnic minority and mountainous areas.
The national target program for cultural development; the national target program for drug prevention and control and the national target program for modernization and improvement of education and training quality associated with health care, population and development.
The Department of Finance is assigned to be the standing agency of the Steering Committee.
For each program, departments and branches assigned to be standing agencies include: Department of Agriculture and Environment, Department of Ethnic Minorities and Religions, Department of Culture - Sports and Tourism, Provincial Police, Department of Education and Training and Department of Health.
Standing agencies use the existing apparatus to perform tasks, ensuring that no additional organizations or staff are generated and implemented in a concurrent regime.
Operating expenses of the Steering Committee are guaranteed from the state budget and other legal sources of funding as prescribed.
The decision takes effect from the date of signing and replaces Decision No. 866/QD-UBND dated April 3, 2026 of Son La Provincial People's Committee on establishing the Steering Committee for implementing the National Target Program on building new rural areas, sustainable poverty reduction and socio-economic development in ethnic minority and mountainous areas in the period 2026-2035 (phase I: 2026-2030).
