On August 21, the Ho Chi Minh City People's Committee issued an urgent document on speeding up the completion of the An Phu intersection construction project.
Starting construction at the end of 2022, the An Phu intersection at the eastern gateway of Ho Chi Minh City has a total investment of more than VND 3,400 billion, approved to be completed in December 2025.
However, according to a report by the Ho Chi Minh City Department of Construction, the project has only reached about 70% of the volume.
Many important items are still sluggish. The HC1-02 underpass (connecting the Ho Chi Minh City - Long Thanh - Dau Giay Expressway with Mai Chi Tho) and the N3, N4 overpasses (connecting Mai Chi Tho with Dong Van Cong) are expected to be completed by June 30, 2026.
More worryingly, the N1, N1, N1, N1.2 overpasses and the entire project are likely to be completed by the end of December 2026, which is about a year behind schedule.
In this situation, the Chairman of the Ho Chi Minh City People's Committee directed the Director of the Traffic Construction Investment Project Management Board (Traffic Board - investor) to urgently review and evaluate the capacity of all contractors.
The city requires tightening contract management, applying full sanctions for units behind schedule, from volume transfer, personnel replacement, advance payment collection to contract termination if necessary. The review results must be reported to the Ho Chi Minh City People's Committee and the Department of Construction before August 25, 2025.
In addition, the Traffic Department must strengthen on-site supervision, requiring supervision consultants to enhance their sense of responsibility, ensure quality and progress.
Contractors are ordered to add machinery and human resources, expand construction teams, organize "3 shifts, 4 teams" to compensate for the slow volume, and at the same time build detailed progress for each remaining item, report before August 25, 2025 to serve as a basis for project management.
The Chairman of the Ho Chi Minh City People's Committee emphasized: "The project must be completed and put into operation before December 31, 2025, in accordance with Resolution No. 11/NQ-HDND dated April 22, 2021 of the City People's Council".
The Director of the Traffic Department will be fully responsible if the project continues to be delayed.

The An Phu intersection is built on a 3-storey scale, including a two-way underpass connecting the Ho Chi Minh City - Long Thanh - Dau Giay Expressway with Mai Chi Tho Avenue; a system of overpasses connecting the right turn and left turn of the main traffic directions; along with the central roundabout and the symbolic tower.
When completed, the project will not only solve the serious congestion at the eastern gateway of Ho Chi Minh City but also play a strategic role in connecting the expressway with Mai Chi Tho, Luong Dinh Cua, Dong Van Cong, Nguyen Thi Dinh streets, while ensuring synchronous exploitation when Long Thanh International Airport comes into operation in early 2026.
